Partnerships Officer, NOC

The Partnerships Officer leads joint UNCT efforts to develop and implement the Partnerships and Resource Mobilization Strategy of the UNCT in Viet Nam. The role supports translating UNSDCF priorities into partnerships and resource mobilization initiatives focusing on financing for development, economic and digital transformation, climate action, social protection, and governance reforms.

Responsibilities

• Provide substantive support for strategic planning and coordination of UNCT strategic partnerships with civil society, private sector and others for SDG achievement.
• Advise on development and implementation of the UN Partnership Strategy aligned with the UNSDCF.
• Identify, map and broker partnership opportunities linked to UNSDCF focus areas and priorities.
• Support UNCT working groups for implementation, monitoring and assessment of the partnership strategy.
• Conduct liaison and coordination with UN entities at country, regional and HQ levels to define value propositions for local UN partnerships.
• Serve as relationship manager for external stakeholders and maintain pipeline of partnership prospects.
• Build strong interfaces with development partners, government, private sector, civil society and other partners.
• Provide substantive support to Resident Coordinator and UNCT on partnership risks and opportunities and mitigation measures.
• Provide inputs on due diligence processes of potential investment and partnership opportunities.
• Ensure partnership opportunities align with UN values, responsible business standards, LNOB, gender equality, disability inclusion, environmental and social safeguards, and human-rights principles.
• Serve as liaison to Global Compact Local Networks and promote UN Global Compact Ten Principles and business support for SDGs.
• Participate in joint partnership and resource mobilization initiatives and support management of pooled fund for UNSDCF.
• Support development and implementation of resource mobilization and partnership strategies, initiatives, investment cases and financing dialogues.
• Monitor and analyze existing resource mobilization partnerships and relationships.
• Support UNCT with analysis of funding streams and preparation of proposals.
• Work with UNSDCF Results Groups to package joint initiatives for partner engagement.
• Provide support to design joint programmes for resource mobilization and coordination during implementation.
• Advise on corporate policies relating to effective management of resources and pooled funding windows.
• Assist in establishment and management of country-based SDG Fund.
• Work closely with RCO Economist and finance experts to promote partnerships supporting financing for SDGs.
• Translate economic analysis and financing diagnostics into partnership propositions and operational opportunities.
• Support partner engagement around sustainable finance entry points relevant to Viet Nam.
• Prepare briefing papers and discussion points on partnership issues related to financing for development.
• Contribute to advocacy, communications and dialogues with partners to improve development assistance policies and practice.
• Design and execute innovative proposals to strengthen UNCT engagement and generate financial resources.
• Contribute to knowledge management and capacity development relating to partnerships and resource mobilization.
• Promote collaboration, peer support, innovation, good practices and lessons learned through participation in communities of practice and knowledge networks.
• Maintain partnership intelligence function including partner mapping and opportunity tracking.
• Research and present best practices and lessons learned from UN partnership initiatives.
• Support UNCT with knowledge repository of potential donors at national and sub-national levels.
• Monitor and analyze best practices and successful models of SDG partnerships and resource mobilization.
• Provide advice on global/corporate guidelines, tools and materials related to partnerships and donor engagement.
• Keep abreast of emerging innovative approaches in partnerships and resource mobilization.
• Work closely with Data Analyst and Communications officers on data, M&E, reporting and communication.
• Collect, document and analyze data to identify trends and provide insights through reports and data visualization.
• Ensure documentation of requirements and background information used for data analysis.
• Perform other related tasks as assigned.

Requirements

• Advanced university degree (Master’s degree or equivalent degree) in business or public administration, sustainable development, social sciences, education or related area is required.
• A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
• A minimum of five years of progressively responsible experience and track record in strategic support to partnerships, project/programme management, resource mobilization in the context of development cooperation or related area is required.
• Experience of developing strategic partnerships across government, private sector and civil society organizations is required.
• Experience in designing and implementing partnerships is required.
• Experience of resources mobilization strategies is required.
• Experience of inclusion strategies that promote Gender equality, youth participation and inclusion of persons with disability is desirable.
• Experience in UN interagency coordination is desirable.
• Experience in promoting knowledge management in the context of development cooperation is desirable.
• Experience translating analysis into partnership or resource-mobilization opportunities is desirable.
• Experience in supporting financing of SDGs is desirable.
• Two (2) years or more of experience in data analytics or related area is desirable.
• English language proficiency at UN Level II for reading, writing, listening and speaking is required.
