Partnerships Officer, NOC

The Partnerships Officer supports the UN Resident Coordinator Office in Brazzaville by providing strategic advice and coordination for UN Country Team partnerships with civil society, private sector, and other stakeholders to advance the Sustainable Development Goals (SDGs). The role involves resource mobilization, partnership development, and supporting the implementation of the UN Partnership Strategy aligned with national priorities.

Responsibilities

• Assist with substantive support for strategic planning and coordination of UNCT strategic partnerships with civil society, private sector and others for SDG achievement.
• Provide advice on development and implementation of the UN Partnership Strategy aligned with the UN Sustainable Development Cooperation Framework and national priorities.
• Support UNCT working groups on Partnership and Programme management teams for effective implementation, monitoring and assessment of the strategy.
• Conduct liaison and coordination with UN entities at country, regional and HQ levels to define value propositions for local UN partnerships.
• Serve as key entry point for external stakeholders seeking guidance on partnering with the UNCT.
• Build strong interface with development partners, government, private sector, civil society and other non-traditional partners.
• Provide substantive support to Resident Coordinator and UNCT in identifying risks and opportunities related to partnerships and suggest mitigation measures.
• Provide inputs on due diligence processes of potential investment and partnership opportunities.
• Support development and implementation of locally tailored partnerships.
• Serve as liaison to DRC Global Compact Local Networks and promote engagement with private sector and UN Global Compact principles.
• Promote structured engagement with private sector including blended finance instruments and public-private partnerships to expand resource base for SDG achievement.
• Provide technical support to government ministries in aid coordination and management mechanisms.
• Participate in joint partnership and resource mobilization initiatives and support management of pooled funds including Peacebuilding Fund.
• Support development and implementation of resource mobilization strategies for Cooperation Framework priorities.
• Monitor and analyze resource mobilization partnerships and funding streams.
• Support preparation of Funding Framework of the UN Sustainable Development Cooperation Framework.
• Provide support to design joint programmes for resource mobilization and coordination.
• Advise on corporate policies relating to effective management of resources and pooled funds.
• Assist in establishment and management of country-based SDG Fund in collaboration with UN Multi-Partner Trust Fund Office.
• Support mobilization of climate and environmental finance including international climate funds and blended finance instruments.
• Work closely with Resident Coordinator Office economist and UN Country Team finance experts to promote partnerships supporting financing for SDGs.
• Provide advice on partnership opportunities to drive financing for development aligned with Common Country Analysis and Cooperation Framework.
• Prepare briefing papers and discussion points on partnership issues related to financing for development.
• Contribute to advocacy, communications and dialogues with partners to improve development assistance policies and practice.
• Ensure effective engagement of private sector, civil society and development partners in SDG financing partnerships.
• Design and execute innovative proposals to strengthen UNCT engagement and generate financial resources for SDGs.
• Support economic diplomacy efforts to mobilize investment and strengthen engagement with International Financial Institutions and development partners.
• Coordinate and support development partners platforms and serve as operational focal point for information exchange and alignment of financing priorities.
• Support structured dialogues between UNCT and key financing stakeholders such as World Bank, African Development Bank, Team Europe and bilateral partners.
• Contribute to knowledge management and capacity development relating to partnerships and resource mobilization at country level.
• Promote collaboration, peer support, innovation, good practices and lessons learned through participation in communities of practice and knowledge networks.
• Research, analyze and present best practices and lessons learned from UN partnership initiatives.
• Support UNCT with knowledge repository of potential donors at national and sub-national levels.
• Monitor and analyze best practices and successful models of SDG partnerships and resource mobilization.
• Provide advice on global/corporate guidelines, tools and materials related to partnerships and donor engagement.
• Keep abreast of emerging innovative approaches in partnerships and resource mobilization and propose new ways of working.
• Reflect on work processes and generate knowledge valuable to RC system and UN Country Teams.
• Work closely with Data Analyst and Communications officers on data, M&E, reporting, analytics and communication.
• Perform other duties as assigned.

Requirements

• Advanced university degree (Master's degree or equivalent degree) in business or public administration, sustainable development, social sciences, education or related area is required.
• A first level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• Successful completion of both degree and nondegree programs in data analytics, business analytics or data science programs is an advantage.
• A minimum of five (5) years of progressively responsible experience and track record in strategic support to partnerships, project/programme management, resource mobilization in the context of development cooperation or related area is required.
• Experience of developing strategic partnerships across government, private sector and civil society organizations is required.
• Experience of inclusion strategies that promote Gender equality, youth participation and inclusion of persons with disability is desirable.
• Experience in designing and implementing partnerships is required.
• Experience of resources mobilization strategies is required.
• Experience in UN interagency coordination is desirable.
• Experience in promoting knowledge management in the context of development cooperation is desirable.
• Experience of applied partnerships in one or more of the following areas – agriculture and food systems, Digital transformation, Jobs and social protection, climate action and biodiversity, humanitarian, and of Public-Private partnerships is desirable.
• Experience in supporting financing of SDGs is desirable.
• Work experience of two (2) years or more in data analytics or a related area is desirable.
• English and French are required at UN Level II for reading, writing, listening and speaking.
