Movement Control Assistant, FS5

The Movement Control Assistant is responsible for providing movement control services in support of activities of a field mission, including planning and scheduling transportation of passengers and cargo, supervising cargo warehouse activities, maintaining movement control databases, and coordinating inbound delivery activities. The role supports the United Nations Support Office in Haiti (UNSOH) in logistics and transportation operations.

Responsibilities

• Receives customer requests for transportation of passengers and cargo within and/or outside a field mission.
• Assists in planning and scheduling the movement of passengers and cargo from military and police units provided by Troop/Police Contributing Countries.
• Assists in determining the most efficient and cost-effective modes of transportation for passengers and cargo.
• Coordinates required transportation activities with Aviation, Transport and Riverine Units/Sections and/or commercial transportation service providers.
• Liaises with other UN units/sections, non-government and government organizations and intergovernmental agencies on immigration and customs matters.
• Records statistical data on the movement of passengers and cargo and analyses transportation and movement performance data to identify trends and support management decision-making.
• Monitors contracts for transportation support and participates in vendor performance evaluation.
• Supports emergency evacuation, contingency planning and rapid deployment operations as required.
• Supervises the activities of the Cargo Warehouse.
• Monitors receipt and registration of excess personal luggage and cargo including dangerous goods.
• Ensures handling, storage, documentation and transportation of dangerous goods comply with UN, IATA, ICAO and host-country regulations.
• Coordinates transportation arrangements to embarkation facilities.
• Maintains electronic databases and ensures reference documents are current and accessible.
• Participates in development of standard operating procedures and budget proposals for movement control operations.
• Prepares operational plans, performance reports, and responses to audit observations.
• Develops technical specifications for goods and services and provides inputs to bid evaluations.
• Conducts inventories and physical annual checks of facilities and equipment.
• Assists in coordination of inbound freight activities in accordance with mission supply chain plan.
• Contacts vendors to confirm delivery status and reviews shipment documents.
• Tracks and traces deliveries and updates inbound delivery information.
• Identifies and resolves issues that may delay or disturb delivery of goods.
• Confirms delivery dates and quantities and provides delivery confirmation documents.
• Assists in planning deliveries, raising shopping carts and drafting statements of work for freight forwarding services.
• Coordinates customs, transport and movement control activities related to inbound shipments.
• Ensures compliance with DOS Environmental and Waste Management policies.
• Performs other related tasks to support movement control and transportation operations.

Requirements

• High school diploma or equivalent is required.
• Certification in Dangerous Goods transportation in accordance with the rules and regulations of the International Air Transport Association (IATA) and/or the International Civil Aviation Organization (ICAO) and/or International Maritime Organization (IMO) is required.
• A minimum of eight (8) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management or a related field is required.
• Experience in the use of IATA and/or IMO rules and procedures for the transportation of dangerous goods is required.
• Experience in at least (2) two modes of transport (air, sea, road, and rail) including the planning, coordination and executing of large-scale personnel and/or cargo movement operations at the international level is required.
• Experience in customs clearance and inbound coordination of shipments is required.
• Experience in international operations in a post conflict environment is desirable.
• Experience in sourcing, cleaning and preparing data, selection and developing visualization/metrics in transportation, procurement, and/or supply chain management that enable easy communication/interpretation by the users is desirable.
