See your match score & applyThe Information Systems Officer is responsible for overseeing ICT policy frameworks, compliance monitoring, risk and quality assurance, financial management, cybersecurity operations, AI strategy deployment, and Microsoft 365 administration within the Digital and Information Technology Management Section of the Economic Commission for Africa. The role supports the organization's ICT governance, project management, and digital transformation initiatives.
Responsibilities
- Oversee compliance audits and monitoring activities to ensure ICT projects and operations adhere to established standards and regulatory requirements.
- Implement risk management and quality assurance processes across ICT initiatives, providing guidance to mitigate risks and improve delivery outcomes.
- Prepare compliance reports and dashboards for senior management, highlighting gaps, risks, and recommendations for corrective actions.
- Lead the creation, review, and enforcement of ICT governance policies, frameworks, and compliance standards to ensure alignments with organizational objectives.
- Define and maintain project management methodologies, templates, and workflows for ICT projects, ensuring consistency and adherence to best practices.
- Serve as the focal point for governance committees ensuring decisions are documented and communicated.
- Develop and oversee ICT budgeting, pricing models, and billing processes to ensure cost transparency, accurate financial management, and alignment with organizational priorities.
- Plan, coordinate, and manage fundraising initiatives to secure financial resources, build donor relationships, and ensure alignment with organizational goals and compliance requirements.
- Develop, maintain, and communicate the ICT service catalogue to ensure clarity of offerings, pricing, and service levels, supporting transparency and efficient service delivery.
- Lead the Security, AI and Endpoint Management team in planning, implementing, and monitoring cybersecurity measures to protect ICT infrastructure, data, and systems; provide capacity building and awareness training for staff and other UN agencies.
- Develop and implement the section’s AI strategy, oversee the rollout of Microsoft 365 Copilot and other AI-enabled tools, and ensure alignment with UN policies and organizational priorities.
- Manage M365 group and account administration, Intune-based endpoint and device management, license lifecycle management, and M365 administrative tasks not handled centrally by OICT, ensuring compliance with governance standards.
- Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Perform any additional duties as required.
Requirements
- Advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics or related field.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
- A minimum of five (5) years of progressively responsible experience in information technology or related area is required.
- Experience in project implementation and multi-disciplinary team management is required.
- Experience in IT architecture is required.
- Experience in fundraising is desirable.
- Understanding of AI applications is desirable.
- Experience in digital transformation in organizational context involving technical and cultural changes is desirable.
- Experience in data analytics or related area is desirable.
- English is required at UN Level II for reading, writing, listening and speaking.
- French is desirable at UN Level I for reading, writing, listening and speaking.
