Information and Evidence Officer (TJO)

The Information and Evidence Officer supports transitional justice authorities in Syria by providing technical and advisory support on evidence management infrastructures, data processing, and eDiscovery tools. The role involves managing evidence handling, system design, and capacity-building initiatives to support criminal accountability mechanisms.

Responsibilities

• Provides technical and advisory support to national and international criminal accountability mechanisms, including assisting in the design, establishment and maintenance of evidence management infrastructures.
• Advises on processes, methodologies and tools for collection, ingestion, processing, preservation and analysis of information and evidence ensuring forensic integrity and chain of custody.
• Supports processing, structuring and normalization of complex datasets to enable efficient retrieval and analysis.
• Provides expert guidance on design and implementation of data models, taxonomies and metadata schemas.
• Facilitates interoperability and information-sharing between systems ensuring compliance with data protection, security and confidentiality requirements.
• Designs and delivers specialized training programmes, workshops and capacity-building initiatives for partners on evidence handling, eDiscovery, information management, data structuring, and analytical workflows.
• Contributes to development of training materials, policies, standard operating procedures and guidance notes to strengthen institutional capabilities.
• Coordinates with headquarters to process and prepare existing evidence assets for transitional justice processes.
• Performs evidence handling and custodial obligations including collection, preservation, registration, digitization, secure storage and maintaining chain of custody.
• Manages data ingestion, processing, indexing and populating review and analysis systems.
• Establishes efficient procedures for review of evidence and information.
• Defines, implements and maintains end-to-end data model supporting evidence handling business processes.
• Develops eDiscovery requirements and workflows including technical specifications for data harvesting and processing.
• Contributes to design of Mechanism's eDiscovery protocols and technology infrastructure.
• Prepares technical documents, gathers requirements, initiates standardization and procurement practices.
• Provides training on eDiscovery and its tools for internal and external stakeholders.
• Acts as administrator of eDiscovery tools.
• Performs other duties as requested.

Requirements

• Advanced university degree (Master's degree or equivalent) in information science, information systems, computer science, archival, law, social science or related field.
• A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
• Certification in eDiscovery is desirable.
• Certification in project management is also desirable.
• A minimum of five years of progressively responsible work experience in information management or a related area is required.
• Experience in analyzing information using specialized e-discovery and data analysis software platforms is required.
• Experience in data modelling, advanced information retrieval is desirable.
• Experience with database management and programming languages such as SQL, Python, and R is desirable.
• Experience in managing and analyzing large volumes of structured data across multiple languages is desirable.
• Experience working with complex datasets in the context of criminal investigations is desirable.
• Experience working in international criminal or human rights accountability mechanisms is desirable.
