See your match score & applyThe Humanitarian Affairs Officer will serve as a senior policy officer advising on humanitarian principles and effective delivery of assistance. The role involves monitoring humanitarian developments, coordinating emergency assistance, producing reports and appeals, and partnering with humanitarian agencies to ensure coordinated response efforts in complex emergency situations in the Democratic Republic of Congo.
Responsibilities
- Serve as a senior policy officer advising on overall policy direction and safeguarding humanitarian principles.
- Monitor, analyze and report on humanitarian developments and emergency situations in assigned country/area.
- Lead and/or participate in large, complex projects including disaster assessment and coordination of international humanitarian assistance.
- Assist in the production of appeals for international assistance and ensure proper use of donor contributions.
- Organize and prepare studies on humanitarian and emergency relief issues and follow up on recommendations.
- Assist or lead in preparation of OCHA reports, studies, policy guidelines, correspondence and presentations.
- Partner with other humanitarian agencies to plan and evaluate complex humanitarian and emergency assistance programmes.
- Establish and maintain contacts with government officials, UN agencies, NGOs, diplomatic missions and media to facilitate collaboration and information exchange.
- Serve as primary focal point on specific topics or policy-related issues and provide information and advice.
- Organize and participate in work groups, meetings, conferences and consultations related to humanitarian and emergency relief matters.
- Participate in planning and preparation of unit budget and work program.
- Provide leadership and work direction to assigned work team and mentor junior officers.
- Collect and analyze data to identify trends and provide insights through data visualization methods.
- Perform other duties as required.
Requirements
- Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field.
- A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of seven (7) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.
- Experience in humanitarian inter-agency work is required.
- Two (2) years of humanitarian experience in the field (actual setting where a mission and/or project is being implemented) in emergency situations (complex emergency or natural disaster) is required.
- Experience managing field teams and/or providing support to field teams in humanitarian operations is desirable.
- Experience in developing and drafting reports on humanitarian action is desirable.
- Experience in a humanitarian context within the UN common system or other comparable international organizations is desirable.
- Experience in a health emergency is desirable.
- Experience in the West and Central Africa Region is desirable.
- English and French are required at UN Level III for reading, writing, listening and speaking.
