The Human Rights Officer will conduct substantive research and analysis, provide policy advice on human rights issues related to sustainable development, focusing on poverty, inequalities and development financing. The role involves monitoring implementation of international human rights instruments, preparing reports, coordinating with UN and other stakeholders, and leading a team in the Sustainable Development Section of OHCHR in Geneva.

Responsibilities

  • Conduct substantive research and analysis and provide policy advice on human rights issues in the context of sustainable development, focusing on poverty, inequalities and development financing.
  • Review, monitor and evaluate activities relating to the implementation of international human rights instruments, including recommendations of treaty bodies and mechanisms of the Human Rights Council, with focus on sustainable development, poverty and inequalities.
  • Prepare relevant human rights parts of reports for the General Assembly, Human Rights Council, and notes on the status of ratification of human rights instruments.
  • Work with UN staff, national officials, development and economic officers and civil society to plan projects and review project activities.
  • Work with UN and non-governmental programmes to integrate human rights, including gender dimensions, in their programs; help design and implement the human rights program and evaluation focus.
  • Ensure up-to-date information regarding substantive matters in human rights and sustainable development and make recommendations on actions to take.
  • Coordinate and liaise with other UN sectors, international organizations and governments on policy matters; brief representatives and provide suggestions and recommendations.
  • Assist UN country teams to develop and implement training in human rights and sustainable development with attention to gender perspectives.
  • Serve as team leader with responsibility for work coordination and administrative functions relating to staff, planning and budget.
  • Train and supervise new/junior staff.
  • Collect and analyze data to identify trends or patterns and provide insights through data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Perform other related duties as required.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in law, development economics, international relations, social sciences or related field.
  • A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
  • A minimum of seven years of progressively responsible experience in human rights, economic affairs, development, international relations or related area is required.
  • Two years or more of experience in integrating human rights into sustainable development at the global and/or country level is required.
  • Three years or more of experience working on poverty and inequalities in the context of development financing is required.
  • At least 5 years of work experience as an economist engaged in economic policy and human rights issues is desirable.
  • Work experience with the United Nations, regional institutions or similar international settings is desirable.
  • English language proficiency at UN Level III in reading, writing, listening and speaking.
