See your match score & applyThe Economic Affairs Officer will conduct economic and sector analysis related to international tax cooperation, support intergovernmental meetings, and assist in the preparation of technical papers and documentation. The role involves research, policy analysis, and servicing negotiations under supervision within the Framework Convention on International Tax Cooperation Secretariat of the Financing for Sustainable Development Office.
Responsibilities
- Develop databases and technical analyses on topics in international tax cooperation, such as digital business models, implementation of international tax cooperation instruments, and tax disputes and their resolution.
- Draft specified inputs for technical papers and analytical studies on country experiences related to international tax cooperation instruments, including analysis of various national, regional, and international approaches.
- Contribute inputs to draft treaty provisions and technical papers as needed in support of the committee’s work.
- Identify and analyse policy proposals relating to assigned topics in international tax cooperation, such as digital services taxation, data protection requirements, information technology infrastructure needs, administrative processes.
- Attend international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions.
- Assist in the organization and servicing of expert group meetings, seminars, etc. on international tax cooperation issues.
- Prepare speeches and other inputs for presentations by senior staff.
- Follow and assist with the conduct of intergovernmental meetings, including hybrid meetings and intersessional meetings, servicing negotiations under the supervision of more senior staff.
- Assist in the preparation, finalization and dissemination of pre- and post-committee session documentation and summary reports.
- Prepare inputs to statements by members of the Bureau and Secretariat staff to such meetings.
- Assist in the organization of inter-sessional and informal meetings related to the intergovernmental processes.
- Perform other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services.
- Undertake on-the-job and other training activities, both internally and externally.
Requirements
- An advanced university degree (Master’s or Doctorate degree, or equivalent) in taxation, economics, law, development or related fields is required.
- A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
- A minimum of five years of progressively responsible experience in tax policy and administration, economic research and analysis, policy formulation and application of economic principles in development programmes is required.
- Experience in international tax cooperation in particular on dispute preventions and resolution is required.
- Experience with current international tax policy and administration challenges specific to developing countries is desirable.
- Experience working in a multilateral context, particularly in negotiation of legal instruments, is desirable.
- English is required at UN Level III for reading, writing, listening, and speaking.
