Consultancy to develop and strengthen a productive articulation strategy aimed at the development of a biotechnology and life sciences cluster in Mexico City. The consultant will deliver a comprehensive diagnostic of the biotechnology ecosystem, propose governance models, and design a roadmap to promote sustainable and inclusive high value-added activities aligned with Mexico City's productive development priorities.

Responsibilities

  • Develop and present a research protocol establishing the conceptual and methodological framework of the study.
  • Conduct documentary review and comparative analysis of relevant cluster experiences in biotechnology and life sciences internationally and in Mexico.
  • Characterize the biotechnology and life sciences ecosystem in Mexico City and the Metropolitan Area, mapping relevant actors including companies, higher education institutions, research centers, laboratories, hospitals, incubators, startups, accelerators, investors, public bodies, business associations and others.
  • Identify and analyze productive, academic, scientific-technological, entrepreneurial, labor (with gender perspective) and institutional capacities and gaps related to infrastructure, equipment, fiscal matters, human talent (with gender perspective), regulatory framework, technology transfer, intellectual property, financing, industrial scaling, regulation, certifications and market access.
  • Define criteria to identify and prioritize biotechnology and life sciences segments with highest potential for Mexico City.
  • Design instruments for primary data collection including interview guides, questionnaires, characterization matrices, incorporating protocols for consent, confidentiality, data protection and information systematization.
  • Map national and international actors and plan interviews and consultations, supporting coordination and execution of interviews with public, private, academic, scientific-technological, financial, international organizations, development banks and civil society actors.
  • Conduct fieldwork and systematize results identifying convergences, differences, collaboration opportunities, constraints and expectations of actors.
  • Prepare a comprehensive diagnostic of the biotechnology and life sciences ecosystem in Mexico City.
  • Identify and characterize current and potential value chains associated with prioritized biotechnology segments.
  • Evaluate feasibility and relevance of developing a biotechnology and life sciences cluster in Mexico City.
  • Propose a governance model with gender perspective defining objectives, functions, coordination mechanisms, participation criteria, institutional responsibilities and linkage modalities.
  • Design a roadmap for cluster development.
  • Support CEPAL and Mexico City Government in preparation, organization and systematization of dialogue tables with representatives from public, private, academic, scientific-technological and financial sectors.
  • Incorporate feedback from CEPAL and participating counterparts into final products.
  • Prepare and present a final document integrating all elements and an executive presentation for the Mexico City Secretariat of Economic Development.

Requirements

  • Master's degree in economics, applied economics, innovation and technology management, industrial engineering, biotechnology, bioengineering, biological sciences or related fields.
  • At least 10 years of experience in industrial policy, applied economics, innovation and technology management, industrial engineering, biotechnology, bioengineering, biological sciences or related fields.
  • Fluency in Spanish.
