The consultant will develop a diagnostic and practical methodology to support state-level human rights institutions in Mexico in strengthening their prevention and response to internal displacement. The work focuses on early-warning arrangements, documentation, case management, institutional response, referral pathways, and coordination with relevant authorities and stakeholders.

Responsibilities

  • Participate in regular technical meetings and provide technical advice to OHCHR throughout the consultancy.
  • Develop and implement the methodology to assess the institutional capacities of the state human rights institutions in Chihuahua, Oaxaca, Michoacán and Mexico City to prevent and respond to internal displacement.
  • Conduct consultations with state human rights institutions and other relevant stakeholders.
  • Assess institutional capacities related to early warning, case documentation, institutional response, referrals and coordination mechanisms.
  • Develop a practical methodology, operational tools and an implementation roadmap to strengthen the prevention of and response to internal displacement by state human rights institutions.
  • Ensure that all products incorporate gender, age, disability and intercultural approaches.
  • Facilitate validation sessions with OHCHR and participating institutions and incorporate feedback into the final products.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in Law, Human Rights, Public Policy, Political Science, Sociology, International Relations or a related field.
  • A first-level university degree with additional qualifying experience may be accepted in lieu of an advanced degree.
  • Minimum 7 years of progressively responsible professional experience in human rights, internal displacement, protection, public policy, institutional strengthening or related fields.
  • Demonstrated professional experience in human rights.
  • Experience developing methodologies, protocols, guidance or practical institutional tools.
  • Experience providing technical assistance to public institutions or human rights institutions.
  • Experience in Mexico or Latin America.
  • Knowledge of the Guiding Principles on Internal Displacement and the IASC Framework on Durable Solutions.
  • Experience working with national or state human rights institutions.
  • Experience on early warning, human rights documentation, case management, referral pathways or inter-institutional coordination.
  • Experience conducting participatory consultations with civil society, affected communities or rights holders.
  • Fluency in spoken and written Spanish and knowledge of English are required.
  • Knowledge of an additional official UN language is an advantage.
