Consultant on Analysis of Productive Development Policies in Querétaro

The consultant will conduct a comprehensive analysis of the productive development policies in the state of Querétaro, Mexico. The study will contribute to a volume on subnational productive development policies in Mexico and support the project on regional integration and green productive development in Latin America.

Responsibilities

• Review CEPAL documentation on productive development policies, especially the document on subnational productive development policies in Argentina, Brazil and Mexico.
• Develop a tentative index and research protocol for the study defining the problem, objectives, main product and methodology.
• Characterize the state of Querétaro including economic, social and demographic variables and analyze its productive structure and recent transformations.
• Analyze state capacities and productive development policies implemented in Querétaro historically and currently, including objectives, instruments, institutional arrangements, governance, financing, monitoring and evaluation mechanisms.
• Identify policies with significant impact on key indicators such as exports, technology incorporation, employment generation and environmental sustainability.
• Systematize findings, lessons learned and policy recommendations following the nine phases of the productive development policy lifecycle.
• Participate in follow-up and presentation meetings, both virtual and in-person.
• Incorporate supervisor's feedback and suggestions after product review.

Requirements

• Bachelor's degree in social sciences, economics, public administration or related fields.
• At least 5 years of experience in public policy, industrial policy, economic development or value chains.
• Desirable: Master's degree in social sciences, economics, public administration or related fields.
• Fluency in Spanish language.
