The study will include a comprehensive analysis of fiscal and financial viability and map potential additional financing sources, contributing to ECLAC's work on industrial development and technical assistance in the subregion.
Responsibilities
- Develop a research protocol and tentative index for the study including problem analysis, objectives, product description, and methodology.
- Identify and systematize main components, objectives, instruments, and policy measures of the National Industrial Policy of Honduras.
- Analyze articulation of the policy with other national policies and fiscal frameworks to identify complementarities and alignment opportunities.
- Facilitate two technical sessions for data collection and substantive discussions.
- Develop methodology for fiscal cost estimation including defining objectives, scope, institutional coverage, assumptions, estimation criteria, and calculation procedures.
- Structure cost analysis by components, instruments, and intervention lines linked to expenditure requirements.
- Classify expenditures into current and capital and define estimation methods and data sources.
- Apply methodology to estimate total fiscal cost and classify expenditures accordingly.
- Build financing baseline including budget allocations, programs, and external resources.
- Evaluate financing sufficiency and identify funding gaps by magnitude, timing, and policy components.
- Characterize funding gaps by nature and timing ensuring consistency with cost structure.
- Consolidate and systematize results ensuring coherence and traceability.
- Identify and map potential additional financing sources including internal and external options.
- Prepare a report on fiscal and financial viability integrating cost analysis, financing evaluation, and funding gaps.
- Participate in meetings with ECLAC and other stakeholders for study development, follow-up, and presentation.
Requirements
- Master's degree in economics or related fields.
- At least 10 years of experience in economic policy or related areas.
- Proficiency in Spanish.
- Ability to develop a research protocol including problem statement, objectives, product description, and methodology for fiscal cost analysis.
- Experience in identifying and systematizing policy components, objectives, instruments, and measures.
- Ability to analyze policy articulation with other national policies and fiscal frameworks.
- Experience facilitating technical sessions for data collection and substantive input.
- Capability to develop methodology for fiscal cost estimation including defining objectives, scope, institutional coverage, assumptions, estimation criteria, and calculation procedures.
- Ability to structure cost analysis by components, instruments, and intervention lines linked to expenditure requirements.
- Experience classifying expenditures and estimating costs using appropriate data sources.
- Skills to apply methodology to estimate total fiscal cost, classify expenditures, and build financing baseline including budget allocations and external resources.
- Ability to evaluate financing sufficiency, identify funding gaps, and characterize them by nature and timing.
- Competence in consolidating results ensuring coherence and traceability.
- Experience identifying and mapping additional financing sources including budget reallocation, development banks, international cooperation, climate finance, and blended finance instruments.
- Ability to prepare reports summarizing fiscal and financial viability integrating cost analysis, financing evaluation, and funding gaps.
- Willingness to participate in meetings with ECLAC and other stakeholders for study development and follow-up.
- Commitment to intellectual property rights and original authorship.
- Compliance with UN security training and mission reporting if travel is required.
- Proficiency in Spanish language and Microsoft Office 2013 or compatible software for report writing.
