See your match score & applyThe consultant will support the Bank of Mongolia in strengthening technical capacity to integrate macroeconomic goals into energy transition and climate action planning. The consultancy involves preparing a national study on the macroeconomic implications of energy transition and climate action policies in Mongolia, and participating in a capacity-building workshop to disseminate findings and support policymakers.
Responsibilities
- Prepare a national study assessing macroeconomic energy sector transformation and expansion in Mongolia, including baseline review, scenario design and analysis, and policy package recommendations.
- Conduct a review of Mongolia’s energy sector development objectives and assess macroeconomic exposure to energy sector.
- Design and analyse policy-relevant scenarios using Computable General Equilibrium models to evaluate energy-related decarbonisation pathways.
- Assess readiness and gaps in macro-fiscal, public debt management, and institutional arrangements to manage climate-related risks.
- Propose tailored policy recommendations on fiscal strategies, financing instruments, regulation and supervision, monetary policy, and implementation monitoring.
- Participate in a capacity-building workshop in Mongolia to present study findings and support dissemination and policymaker engagement.
Requirements
- Master of Arts in International Development/Economics/Philosophy/Development Planning.
- Having work experience in Climate Action Planning.
- Broad and in-depth understanding of macroeconomic policy, climate risk analysis, climate-integrated debt diagnostics, fiscal instruments, disaster-risk financing and sustainable finance.
- Sound knowledge of the policy landscape and challenges in Mongolia.
- Experience in analytical or advisory roles in support of national governments or international development agencies is highly desirable.
- Demonstrated experience in quantitative macroeconomic analysis, macro-fiscal assessment, debt sustainability analysis, climate-related fiscal risk assessment, scenario analysis or related analytical methodologies is highly desirable.
- Experience in developing or applying analytical frameworks for macro-fiscal, debt sustainability or climate-risk assessment in developing countries, especially least developed countries, would be an advantage.
- Good command of English.
