Chief Security Officer, P4

The Chief Security Officer serves as the Chief of the Security and Safety Section at ECLAC in Santiago, responsible for day-to-day security and safety operations, security advisement for Chile, and coordination with UN security bodies. The role involves managing security personnel, budgets, risk assessments, crisis management, and ensuring adherence to security policies and standards.

Responsibilities

• Serve as the Chief of the Security Section for ECLAC.
• Maintain regular and effective communications with the Designated Official, specific security and crisis management bodies in Chile, resident United Nations offices, and counterparts in DSS HQ.
• Develop procedures regarding security and safety operations at ECLAC headquarters and its Sub Regional and National Offices and manage their implementation.
• Direct security operations of all DSS security personnel at the duty station; manage personnel, administration and budget provided by DSS and local budget associated with the security plan.
• Establish and chair a security coordination cell to ensure inter-agency security coordination.
• Implement security and safety policies of the Department of Safety and Security in consultation with the Executive Secretary and local administration.
• Manage country and duty station specific threat and risk assessment process with emphasis on risk management methodology integrated with programming and operations.
• Collect, interpret and analyze security information pertaining to UN system staff and operations; establish country-specific early-warning systems.
• Ensure security considerations are integrated into country level programmes and operational planning.
• Responsible for premises and residence related assessments and measures including Minimum Operating Residential Security Standard (MORSS).
• Oversee adherence to security policies and procedures including preparation and updating of security and contingency plans.
• Oversee establishment of 24-hour response mechanisms to security-related incidents involving UN staff and maintain emergency communications system.
• Prepare and maintain personal security risk assessments for Senior United Nations Officials.
• Direct in-country security training programme ensuring all UN system staff and dependents receive local security training.
• Manage all security-related tasks or functions as assigned by DO and DSS.
• Evaluate effectiveness of physical security and safety installations and develop measures to mitigate identified risks.
• Provide technical expertise and advice to the UN Security Management System in Chile.
• Direct operational activities and monitor safety and security measures for ECLAC suboffices outside the duty station as necessary.
• Collect and analyze data to identify trends or patterns and provide insights through data visualization methods to enable data-driven planning and reporting.

Requirements

• Advanced university degree (Master's degree or equivalent) in security management, business administration, political/social science, psychology, international relations or a related field.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
• A minimum of seven years of progressively responsible experience in security management is required.
• At least three years of experience in the management and operation of electronic physical security systems such as automated access control, video surveillance, intrusion detection systems etc., is required.
• Experience in the management of security for large events and conferences is required.
• Experience working with security and safety services within the United Nations System or other similar international organization is required.
• Experience managing crisis in the context of the United Nations Security Management System is desirable.
• Two years or more of experience in data analytics or related area is desirable.
• English is required at UN Level III for reading, writing, listening and speaking.
• Spanish is required at UN Level III for reading, writing, listening and speaking.
• Either Arabic, Chinese (Mandarin), French or Russian is desirable at UN Level I for reading, writing, listening and speaking.
