Chief of Service, Supply Chain Management

The Chief of Service, Supply Chain Management D-1 is responsible for the overall management of supply chain activities including planning, guidance, and coordination of all supply chain areas within the United Nations Support Office in Haiti. The role involves managing acquisitions, procurement, warehousing, asset and inventory management, transportation, and distribution to support mission operations.

Responsibilities

• Participates in the planning process with particular attention to supply chain areas and contributes to an integrated approach and consistency in implementation and operationalization of supply chain within the mission’s supported activities.
• Initiates the development and implementation of the supply chain work plan, including forecasts, priorities and anticipated requirements, and implements policies and procedures to facilitate achieving work plan goals.
• Ensures coordination and monitoring of overall strategies and programmes for supply chain activities of supported missions and consolidates required human and financial resources for the service.
• Rapidly redirects the work plan to accommodate and support major operational changes in the mission.
• Develops and implements a service optimization programme to promote continuous improvement in quality and delivery of supply chain activities to mission clients, including review of critical supply chain processes and establishment of strategic performance indicators.
• Ensures all processes and systems are relevant and cost effective and implements end-to-end supply chain programme through collaboration with stakeholders.
• Establishes priorities and management performance goals for staff, recommends and coordinates training programs, and ensures management, guidance, development, training, feedback, performance evaluation, and administrative support to staff.
• Ensures good order and discipline of staff and promotes welfare and well-being of mission staff.
• Ensures optimal budgeting and allocation of supply chain budget, human resources, and assets to support effective and cost-efficient supply chain services across mission components.
• Establishes robust policies, procedures, practices, standards and tools for supply chain management consistent with UN regulations to ensure proper budget, accounting, procurement, financial, assets and human resources management and control of expenditures.
• Assumes responsibilities of a Certifying Officer for the mission supply chain budget.
• Provides strategic advice to the Director on managerial, logistical and administrative support required to implement integrated supply chain.
• Maintains active communication with UN headquarters and global and regional service centers supporting the mission in supply chain management activities.
• Works collaboratively with Service Delivery and Operations and Resources Management Services and other Mission Support functions to achieve shared objectives.
• Engages with civilian, police and military components to ensure coordinated, high quality supply chain support in accordance with operational requirements.
• Liaises, negotiates and coordinates with national authorities on supply chain matters and provides guidance, support and supervision to senior administrative and logistics support staff.
• Carries out other duties as assigned and deputizes for the Director when called for.

Requirements

• Advanced university degree (Master’s or equivalent) in supply chain management, business administration/management, or related field.
• A first-level university degree with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
• Certification in Project/Programme Management methodology by an accredited body (e.g., PMP, PGMP, PMI, PRINCE 2 Foundation Project Management certification or practitioner level) or equivalent is desirable.
• A minimum of fifteen years of progressively responsible experience in at least three supply chain management functions: acquisition, procurement, supply chain planning, logistics, warehousing, asset and inventory management, passenger and cargo transportation, or contract management is required.
• At least five years of management experience in supply chain management, of which at least three years of managing supply chain operations in an international environment is required.
• Experience in planning, sustaining and managing complex supply chain management operations in a conflict or post-conflict environment with scarcity of resources is desirable.
• Experience in leading a change management initiative, programme or project in the area of supply chain is desirable.
• Experience in negotiation, communication and collaboration with diverse stakeholders and clients is desirable.
• English and French are required at UN Level III proficiency in reading, writing, listening, and speaking.
• Creole Haiti is desirable at UN Level I proficiency in reading, writing, listening, and speaking.
