See your match score & applyThe Chief of Service, Conduct and Discipline leads the Conduct and Discipline Service (CDS) within the Administrative Law Division of the Office of Human Resources. The role involves formulating and implementing the CDS work programme, overseeing misconduct prevention and response, including sexual exploitation and abuse, and managing multidisciplinary teams to ensure compliance with UN standards of conduct across all UN personnel.
Responsibilities
- Formulates and implements the substantive work programme of the Conduct and Discipline Service (CDS) under his/her supervision.
- Oversees the management of activities undertaken by the CDS, ensuring timely execution and coordination within ALD, OHR, and other UN entities.
- Leads, supervises, advises and carries out the work programme of the Service under his/her responsibility.
- Provides input and advice on priority organizational guidelines and policies.
- Leads, advises and guides CDS in strengthening the collective response of the United Nations to misconduct of UN personnel, focusing on sexual exploitation and abuse (SEA) and sexual harassment (SH).
- Leads CDS in strategic and programmatic activities promoting accountability of military personnel, UN staff, and experts on mission regarding misconduct.
- Leads implementation of Secretary-General’s proposals on special measures for protection from sexual exploitation and abuse, including relevant Security Council resolutions.
- Coordinates development and implementation of awareness building and preventive programmes and effective measures to detect personnel misconduct.
- Manages Team Leads representing CDS in official visits, meetings, seminars and other activities requiring Conduct and Discipline expertise.
- Coordinates and oversees preparation of reports for intergovernmental bodies such as ACABQ, General Assembly, BOA, JIU and IASC.
- Reports on budget/programme performance and programmatic/substantive issues to intergovernmental bodies.
- Ensures high-quality standards of outputs produced by CDS and compliance with mandates.
- Assists Director in preparing CDS work programme, determining priorities, and allocating resources.
- Provides strategic response to EOSG matters.
- Undertakes or oversees programmatic/administrative tasks necessary for ALD functioning including budget preparation, reporting, staff performance evaluation, candidate interviews, and results-based budgeting inputs.
- Leverages technology and IT tools including AI to support data-driven approaches towards efficient delivery of programme mandates.
Requirements
- An advanced university degree (Master’s degree or equivalent) in business or public administration, law or related area is required.
- A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
- A minimum of fifteen (15) years of progressively responsible professional experience in conduct and discipline, misconduct investigations or disciplinary processes, administrative or international law, accountability/compliance frameworks, or a related area in a large international organization, public administration or comparable institution is required.
- A minimum of five (5) years of experience at the international level in a senior leadership role managing multidisciplinary teams and delivering programme, policy or oversight outputs in areas related to conduct, discipline or accountability is required.
- Experience in managing or overseeing misconduct, disciplinary or accountability frameworks, including prevention and response to misconduct, is required.
- Experience coordinating with multiple stakeholders, including government counterparts, uniformed personnel, international organizations or NGOs, is required.
- Experience using data or digital tools to support programme oversight, reporting or decision-making is desirable.
- Experience in peacekeeping or in conflict/post-conflict settings within the United Nations system or other international organizations is desirable.
- Experience in digital transformation or AI-enabled solutions is desirable.
- English is required at UN Level II proficiency in reading, writing, listening and speaking.
- French is desirable at UN Level II proficiency in reading, writing, listening and speaking.
