See your match score & applyThe Chief of Section, Supply Chain Management P-5 is responsible for the overall management of supply chain activities including planning, guidance, and coordination of all supply chain areas within the United Nations Support Office in Haiti (UNSOH). The role involves managing supply chain operations in a complex, post-conflict environment and supporting multiple UN and non-UN entities.
Responsibilities
- Participates in the mission planning process throughout the mission lifecycle, focusing on supply chain areas and contributing to an integrated approach and consistency in implementation.
- Develops and implements the supply chain and service delivery work plan, including forecasts, priorities, and anticipated requirements.
- Implements policies and procedures to facilitate achieving work plan goals.
- Coordinates and monitors overall strategies and programmes for supply chain and service delivery activities of the mission.
- Manages and coordinates all multifunctional support services requirements between UN Headquarters, mission components, and other entities.
- Establishes priorities and management performance goals for staff; recommends and coordinates training programs.
- Ensures good order and discipline of staff and promotes welfare and well-being of supply chain staff.
- Ensures optimal budgeting and allocation of services, budget, human resources, and assets to support effective and cost-efficient support services.
- Establishes policies, procedures, and standards for supply chain management consistent with UN regulations and rules.
- Chairs or participates in field mission administrative and financial bodies; acts as Certifying Officer for mission supply chain budget.
- Provides strategic advice to the Chief of Mission Support on managerial, logistical, and administrative support for integrated supply chain outputs.
- Maintains communication with UN headquarters and global/regional service centres regarding supply chain activities.
- Engages with civilian, police, and military components to ensure coordinated, high-quality supply chain support.
- Liaises and negotiates with national authorities on supply chain matters.
- Provides guidance, support, and supervision to senior administrative and logistics support staff and audit and evaluation services.
- Carries out other duties as assigned.
Requirements
- Advanced university degree (Master’s degree or equivalent) in supply chain management, business administration/management, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Certification in Project/Programme Management methodology by an accredited body (e.g. PMP, PGMP, PRINCE 2 (Foundation Project Management certification or practitioner level) or equivalent is desirable.
- Certification in Supply Chain Management (SCOR-P, CSCP, CIPS or equivalent) is desirable.
- A minimum of ten (10) years of progressively responsible experience in at least three areas of supply chain management: acquisition, procurement, supply chain planning, logistics, warehousing, asset and inventory management, passenger and cargo transportation, or contract management is required.
- Four years of management experience in the areas of supply chain management with at least two years managing supply chain operations in an international environment is required.
- Experience in managing highly complex supply chain operations in a conflict or post-conflict environment with scarcity of resources is required.
- Experience in planning, deployment or sustaining field operations is required.
- Experience in change management is desirable.
- English language proficiency at UN Level II for reading, writing, listening, and speaking.
