The Chief of Section, Programme Management, P5, serves as an advisor to the Assistant Secretary-General on Youth Affairs, managing strategic partnerships, advocacy, and communication activities of the UN Youth Office. The role includes policy guidance, management of advocacy initiatives, coordination of youth participation in UN decision-making, and representation in inter-agency meetings.

Responsibilities

  • Provides policy guidance to the Assistant Secretary-General on conceptual strategy development and management of the Office’s mandate on youth engagement and partnerships.
  • Plans and oversees management of activities including advocacy initiatives, intergenerational dialogues, youth participation in UN decision-making, research, and data analysis.
  • Manages, supervises and carries out the work programme of the Section, coordinating diverse projects and providing substantive reviews.
  • Prepares position papers and reports for intergovernmental bodies and contributes to budget/programme performance reporting.
  • Ensures high-quality standards of outputs produced by the Section and compliance with mandates.
  • Prepares inputs for work programme, determines priorities, allocates resources, and ensures timely delivery.
  • Carries out programmatic/administrative tasks including budget preparation, performance monitoring, staff evaluation, and recruitment.
  • Manages, guides, develops and trains staff under supervision, fostering teamwork and communication.
  • Represents the UN Youth Office in inter-agency meetings and participates in international, regional or national meetings providing expertise on youth matters.

Requirements

  • An advanced university degree (Master’s degree or equivalent degree) in business or public administration, finance, accounting, law, social science, communications, or related field is required.
  • A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • A minimum of ten years of progressively responsible experience in administration, budget, finance, human resources management or related is required.
  • Experience in formulating and implementing youth specific advocacy campaigns is required.
  • A minimum of five years of experience at the international level in youth-focused programmes is required.
  • Experience in leading resource mobilization efforts for youth initiatives is required.
  • Experience in managing public partnerships in a United Nation agency is desirable.
  • Experience in advocacy and communications with donors, the private sector and civil society is desirable.
  • English is required.
  • Either French or Arabic or Chinese (Mandarin) or Spanish or Russian is desirable.
