See your match score & applyThe Chief of Section leads the Improvised Explosive Device Threat Mitigation Advisory Team within the United Nations Mine Action Service, overseeing policy guidance, strategy development, and implementation of IED threat mitigation activities. The role involves managing advisory, training, and capacity development programs, engaging with Member States and donors, and representing the organization in inter-agency forums.
Responsibilities
- Provides policy guidance and support on IED and EO threat mitigation including strategy development and management of implementation of strategies and policies.
- Leads, plans and oversees implementation and quality assurance of advisory, training and capacity development activities.
- Manages and supervises the work programme of the Section, coordinating activities and reviewing drafts.
- Engages with Member States to build partnerships and ensure effective technical support.
- Engages with donors to raise funds, track expenditure and submit reports.
- Prepares position papers and reports for intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions and the General Assembly.
- Contributes to reporting on budget/programme performance and programmatic issues.
- Ensures high-quality standards of outputs produced by the Section.
- Prepares inputs for the work programme, determines priorities and allocates resources.
- Carries out programmatic and administrative tasks including budget preparation, performance monitoring, reporting, and staff evaluation.
- Recruits staff ensuring geographical and gender balance.
- Manages, guides, develops and trains staff under supervision.
- Fosters teamwork and communication within the Section and across organizational boundaries.
- Represents the Organization at inter-agency meetings, seminars and regional technical fora on substantive issues.
- Convenes and participates in relevant international, regional or national meetings providing expertise and holding discussions with other institutions.
Requirements
- Advanced university degree (Master’s degree or equivalent) in business, public policy, administration, international relations, peace and security, law or related area.
- A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- Graduation from a military staff academy or similar law enforcement training institution is desirable.
- Recognized national qualification as an EOD officer and IEDD technician certification is required.
- A minimum of ten years of progressively responsible experience in programme administration, management or related field is required.
- A minimum of 7 years experience in Post-Blast Investigations (PBI), including forensic evidence collection, exploitation of materials and devices, and the generation of technical intelligence to support threat analysis, and investigative or judicial processes is required.
- A minimum of 2 years experience in a United Nations peace operation or similar international organisation in the field is required.
- Experience in drafting policy and doctrine and/or training material related to IED threat mitigation is desirable.
- Experience working with national authorities on the storage, management, and destruction of ammunition and explosives is desirable.
- Experience in resource mobilisation, proposal writing and reporting is desirable.
- English language proficiency at UN Level III in reading, writing, listening and speaking is required.
- French language proficiency at UN Level II in reading, writing, listening and speaking is desirable.
