See your match score & applyThe Chief of Section, Programme Management, P5, is responsible for providing policy advice on strategy development and management of the implementation of overall strategies and intra- and inter-divisional policies. The role includes coordinating diverse projects, supporting the work programme of the Division, preparing reports for intergovernmental bodies, managing outputs to high standards, supporting administrative tasks, recruitment, staff development, and representing the Organization at inter-agency meetings.
Responsibilities
- Provides policy advice on conceptual strategy development and management of the implementation of overall strategies and intra- and inter-divisional/departmental policies and procedures and oversee the management of activities undertaken by the Division.
- Supports and coordinates the work programme of the Division.
- Coordinates the work carried out by the Division; provides programmatic and substantive reviews of drafts prepared by others.
- Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs.
- Contributes to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate.
- Ensures that the outputs produced by the Division maintain high-quality standards when assigned by the director; that reports are clear, objective and based on comprehensive data.
- Prepares input for the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
- Supports the Director with carrying out programmatic/administrative tasks necessary for the functioning of the Division, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
- Contributes to the recruitment of staff for the Division, taking due account of geographical and gender balance and other institutional values.
- Supports the management, guidance, and development of staff, including contributing to training and team capacity-building efforts.
- Fosters teamwork and communication among staff in the Division and across organizational boundaries.
- Represents and supports the Organization at inter-agency meetings, seminars, etc. on substantive-related issues.
- Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue or hold programmatic/substantive and organizational discussions with representatives of other institutions.
Requirements
- Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related areas is required.
- A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is an advantage.
- A minimum of ten years of progressively responsible experience in administration, budget, finance, human resources management or related fields is required.
- Experience in supporting the planning, implementation, monitoring, and evaluation of programmes or projects related to socio-economic development is required.
- 2 years or more of experience in data analytics or related areas is desirable.
- Experience in supporting policy research, programme monitoring or the implementation of initiatives related to social development, employment, gender equality, youth empowerment or social protection is desirable.
- Fluency in English or French is required; knowledge of the other is an advantage.
- Knowledge of another UN official language is an advantage.
