Responsibilities
- Exercise strategic coordination, managerial and supervisory control over all Human Resources responsibilities required by the mission.
- Participate in the mission planning process throughout the mission lifecycle and determine staffing requirements and structures.
- Advise Mission Leadership on workforce planning, succession planning and forecasting of human resources.
- Develop coherent staffing strategies to support the implementation of the Mission’s mandate including recruitment and deployment plans.
- Conduct systematic assessment of the workforce and identify gaps and actions to respond to needs.
- Advise and guide Mission Leadership on implementation of Organization-wide change initiatives impacting human resources.
- Participate in budget development process and advise on human resources requirements and staffing table.
- Coordinate with DOS and DMSPC on staffing aspects of the mission’s budget and classification of posts.
- Ensure integrity of the staffing table as approved in the budget.
- Advise hiring managers on posts management including loaning and movement of posts and staff.
- Manage selection and appointment process ensuring compliance with organizational policies and competency-based interviews.
- Manage recruitment and selection processes in a transparent, merit-based and fair manner.
- Act as functional advisor to Senior Management and staff on Human Resources policies and practices.
- Serve as primary conduit between Senior Mission Management and staff regarding human resources issues.
- Supervise knowledge building on staff rules, regulations and entitlements administration.
- Provide direction and advice on interpretation and application of policies, staff regulations and rules.
- Monitor and evaluate effectiveness of guidelines, rules, practices and recommend revisions.
- Monitor implementation of delegated authorities through KPIs, SLAs, HRM-S indicators and Senior Managers’ Compact.
- Represent Senior Mission Management on joint staff-management advisory bodies.
- Serve as primary interface regarding cross-cutting HR issues between mission and DMSPC/DOS.
- Ensure compliance with UN staff performance management system and support implementation.
- Coordinate with Integrated Mission Training Center to design and organize learning programmes.
- Ensure full compliance of e-Performance and facilitate remedial measures for underperformance.
- Coordinate with DMSPC/DOS on career advice and staff progression within missions.
- Assess skills of HR staff and ensure participation in relevant training programmes.
- Address and mitigate staff grievances in coordination with Staff Associations and Conduct and Discipline component.
- Coordinate mission’s responses to requests under the Administration of Justice system.
- Develop and implement change management plans including communication, coaching and training.
- Implement open door dialogue with staff unions to discuss HR matters.
- Meet with staff representatives and coordinate meetings with Head of Mission and Director of Mission Support.
- Organize meetings for staff on HR aspects of mandate implementation and reforms.
- Maintain communication with UN Country Team for coordination on salary surveys and entitlements.
- Develop and implement a communication strategy including intranet updates and meetings with staff.
- Perform other duties as required.
Requirements
- Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field is required.
- A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of ten (10) years of progressively responsible experience in human resources management, administrative services, management and analysis or related area is required.
- Practical experience in planning and delivery of human resources services in complex, volatile and conflict and post-conflict environments is required.
- Experience in managing staffing, administration, and talent acquisition using enterprise resource platforms is required.
- Experience working with United Nations common systems human resources and administrative procedures is desirable.
- Experience in implementing change management initiatives is desirable.
- English language proficiency at UN Level III in reading, writing, listening and speaking is required.
