Chief of Section, Centralised Warehousing

The Chief of Section, Centralised Warehousing, is responsible for planning, administration, organization, and management of warehouse operations within the United Nations Support Office in Haiti. The role includes developing and implementing strategies for inventory and stock management, property disposal, and warehousing operations, ensuring operational efficiency and resource utilization.

Responsibilities

• Exercise authority in planning, administration and performance management of Centralised Warehousing incorporating the Green SCOR model to reduce environmental impact.
• Manage inbound operations including delivery monitoring, receiving, batch management, transfer orders and putting away.
• Manage inventory and storage including storage location management, inventory analysis, coordination with Inventory Management team, cycle counting, physical inventory, shelf life monitoring and inventory analysis.
• Manage outbound operations including order fulfilment, picking, packing, task monitoring, order consolidation and loading.
• Lead development of TOR and SOW for disposal agreements, plan disposal operations, issue task orders and monitor contractors’ performance.
• Develop and implement effective stock control and audit systems providing information on stock levels, usage rates, economic order quantity, re-order points and other stock-level advice.
• Leverage business intelligence tools focused on demand and supply processes to improve mission supply chain responsiveness, agility and reliability.
• Lead process reengineering to streamline supply chain management functions and transition centralised warehousing into a centre of excellence.
• Implement warehouse management including regular inspections to ensure standards of physical premises, storage conditions and security.
• Monitor space availability for optimal allocation of goods ensuring safety and security standards.
• Develop plans and strategies for warehouse inventories and contribute to supply chain management plans, budgets and schedules.
• Translate policies and guidance into actionable plans including developing new/improved business processes and standard operating procedures.
• Establish Service Level Agreements with technical units and develop internal processes and control mechanisms to meet customer needs.
• Provide business domain knowledge and technology project delivery expertise for supply chain management process re-engineering and ERP implementation.
• Assign and monitor performance parameters, report on budget/programme performance, prepare inputs for results-based budgeting, evaluate staff performance, interview candidates and oversee resources and capacity management.
• Perform other duties as required.

Requirements

• Advanced university degree (Master’s degree or equivalent) in supply chain management, business administration/management, logistics, project management, law or a related area. A first-level university degree in combination with qualifying work experience may be accepted in lieu of the advanced university degree.
• Certification in PRINCE2 or other project management methodologies is desirable.
• Certification in supply chain management such as Supply Chain Operations Reference – Professional (SCOR-P) is desirable.
• Certification in SMART Training is desirable.
• A minimum of ten (10) years of progressively responsible and relevant experience in at least two areas of supply chain management or logistics operations is required: logistics planning, warehouse management, inventory management, property disposal and other related areas relevant to warehousing in a complex supply chain environment.
• At least four years of management experience is required.
• Experience in planning, managing or supporting supply chains in complex, volatile, conflict or post-conflict settings is required.
• Experience in managing centralized warehousing in an international environment is desirable.
• English language proficiency at UN Level II for reading, writing, listening and speaking.
