The Assistant Human Rights Officer will support the Office of the United Nations High Commissioner for Human Rights in Mexico in monitoring, reporting and technical cooperation activities related to justice and security, focusing on serious human rights violations such as disappearances, torture, and extrajudicial executions. The role involves legal and policy analysis, supporting field missions, drafting reports, and engaging with national authorities and civil society under supervision.

Responsibilities

  • Assist in the collection of data for human rights monitoring and provide technical support for the tracking of recommendations from human rights mechanisms.
  • Assist in collecting, documenting and managing evidence-based information on civil, cultural, economic, social and/or political rights, including the right to development, contributing to analysis, early warning and response, accountability and informed decision-making; and to identifying data gaps.
  • Assist in drafting human rights reports, briefings and other communications and provide technical support for the preparation of analytical papers that inform decision-making, incorporating gender and leave no one behind considerations under close supervision.
  • Assist in analytical, research and preparatory tasks related to human‑rights‑based technical support on administration of justice and security‑sector issues, including mapping and analysis of security‑sector laws, structures, conduct and incidents to inform risk assessments and accountability measures, under close supervision.
  • Assist in efforts to promote transitional justice processes, including truth-seeking, prosecutions and reparations, contributing basic research and preparatory tasks to support activities aimed at fighting impunity under supervision.
  • Assist in delivery of effective communication activities to amplify human rights messaging and outreach by carrying out defined preparatory, logistical and content‑support tasks under close supervision.
  • Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting.
  • Maintain confidentiality and integrity and handle sensitive information with discretion, ensuring compliance with the UN data privacy, security requirements, and standards.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in human rights, law, political science, international relations, social sciences, economics, public policy, sustainable development, humanitarian affairs or related field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Ability to work collaboratively is required.
  • Skills to communicate complex and technical matters to diverse audiences is desirable.
  • Knowledge of international human rights law, norms, and standards is required.
  • Knowledge of human rights monitoring, documentation, analysis, research and reporting methodologies, including planning, coordinating and conducting field missions is desirable.
  • Ability to conduct legal analysis is required.
  • Skills in drafting human rights reports, policy and other documents is required.
  • Knowledge of regional and international human rights mechanisms is desirable.
  • Skill in applying and maintaining confidentiality, integrity, and availability principles is desirable.
