The Administrative Officer will coordinate human resource activities, support budget and finance functions, and oversee general administration within the Human Rights Inquiries Branch of OHCHR. The role involves ensuring compliance with UN rules, managing financial resources, and providing guidance on administrative and financial matters.

Responsibilities

  • Coordinate human resource activities including recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members, and training ensuring consistency with UN rules and procedures.
  • Define conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
  • Support preparation and implementation of the work programme of investigative bodies and the HRIB, ensuring financial resources are utilized according to the Programme Budget and allotments.
  • Monitor and review the work programme and budget by conducting regular and special reviews to assess progress versus the programme plan.
  • Coordinate the production of programme reports.
  • Define requirements and work with systems units to improve budget reporting systems and cost-effective utilization of program resources.
  • Develop and implement procedures to ensure accounting and financial management controls are consistent with UN policy and practice.
  • Supervise and provide guidance on financial administration and management information issues and practices to colleagues.
  • Provide guidance and leadership to more junior staff.
  • Oversee procurement, billing, receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services.
  • Review adequacy of departmental space requirements.
  • Oversee identification of office technology needs and maintenance of equipment, software and systems, coordinating enhancements as necessary.
  • Collect and analyse data to identify trends or patterns and provide insights through data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Perform other related work as required.

Requirements

  • Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
  • A minimum of five (5) years of progressively responsible experience in administration, finance, accounting, human resources management or related field is required.
  • A minimum of three (3) years of experience working in the United Nations Common System or a similar international organization is required.
  • Experience with the operational setup for new mandates or organisational entities within the UN or similar international organisations is required.
  • Experience in coordinating administrative support for rapid response and/or emergency deployments within the UN or similar international organisations is required.
  • Experience in preparing budgets for grant proposals is required.
  • Experience working with an Enterprise Resource Planning (ERP) system is required.
  • Experience with handling administrative functions relating to human resources management is desirable.
  • English language proficiency at UN Level III in reading, writing, listening and speaking.
