The Youth Employability Technical Expert will provide technical leadership and guidance to Save the Children’s youth employment programming across multiple vulnerable youth cohorts in Thailand. The role involves ensuring program quality, coordinating multi-donor grants, building partnerships, and embedding key organizational principles such as child participation, disability and gender inclusion.

Responsibilities

  • Provide credible, high-quality technical guidance spanning all four priority youth groups, ensuring each cohort's distinct barriers and needs are reflected in program design.
  • Ensure Life Skills for Success (LS4S) / Skills to Succeed (S2S) modules are contextually adapted, including disability-accessible formats and migrant-sensitive content.
  • Identify and develop strategic partnerships with private sector employers, government institutions, and disability/civil society organizations.
  • Design and deliver workshops and Training of Trainers (ToT) sessions for SCT staff and partner organizations to build and sustain technical capacity.
  • Ensure MEAL systems disaggregate data by cohort to track and report equity of outcomes.
  • Support project teams in producing high-quality, timely technical reporting across all donor portfolios, ensuring a coherent technical narrative and avoiding duplication of effort.
  • Maintain a coordinated planning cycle across grants to ensure complementarity between cohort-specific activities and shared program infrastructure.
  • Contribute to funding strategies and proposal development to expand or sustain the youth employability portfolio.
  • Represent SCT's technical position externally and build partnerships needed for scale.
  • Co-present research and assessment findings to government counterparts, TVET institutions, and other relevant stakeholders.
  • Participate in technical coordination meetings and sector fora to ensure synergy with other agencies working on inclusive youth employment.
  • Ensure lessons derived from implementation across all cohorts are well articulated, documented, and disseminated internally and externally.
  • Feed learning and evidence of impact into the strategic development and quality assurance of the overall Child Poverty / youth employability portfolio.

Requirements

  • Master's degree (or equivalent post-graduate qualification) in a field relevant to economics, international development, social development, education, or disability studies.
  • Minimum 5–7 years of progressive professional experience in youth employability and livelihoods programming, with demonstrated breadth across at least two of the following: NEET youth programming, TVET/vocational pathways, and/or migrant youth employment.
  • Demonstrated technical expertise spanning multiple vulnerable youth cohorts, rather than a single specialization.
  • Experience adapting life-skills/employability curricula (e.g., Skills to Succeed, Life Skills for Success, or comparable models) for different population needs, including disability-accessible adaptation.
  • Experience developing private-sector partnerships for inclusive hiring, ideally within hospitality, retail, or real estate/property sectors.
  • Experience providing technical inputs across multiple concurrent donor-funded grants, including coordinated reporting and cross-portfolio learning.
  • Strong quantitative and qualitative research skills, including labour market assessments and needs assessments.
  • Demonstrated experience in monitoring and evaluation, including disaggregated data systems for equity tracking.
  • Excellent stakeholder engagement and relationship-management skills across government (including disability-focused bodies), UN agencies, private sector, and civil society.
  • Strong facilitation skills, with experience delivering training and workshops (including ToT) to diverse audiences.
  • Excellent spoken and written communication skills in English; professional working proficiency in Thai preferred.
  • Commitment to Save the Children's mission, values, and approach, including child focus, gender equality, disability inclusion, and child rights.
  • Experience working in Thailand or Southeast Asia (desirable).
  • Understanding of Thailand's disability employment quota law and Department of Empowerment of Persons with Disabilities (DEP) employer guidelines (desirable).
  • Familiarity with the regulatory context for migrant worker employment in Thailand (desirable).
  • Experience with digital or AI-enabled employability and job-readiness tools (desirable).
  • Experience implementing programs with corporate/CSR-funded partners (e.g., retail, hospitality, or real estate sector donors) (desirable).
