Surveillance Officer

The Surveillance Officer supports the daily implementation of epidemiological surveillance activities in the Ebola response. They ensure alert detection, data collection and transmission, and initial investigation of suspected cases on the ground to contribute to early detection and epidemic control.

Responsibilities

• Support the daily implementation of epidemiological surveillance activities within the Ebola response.
• Ensure detection of alerts, data collection and transmission, and initial investigation of suspected cases at the field level.
• Work closely with the surveillance focal point of the Health Zone and the IT of the Health Area to ensure that RECOs properly conduct surveillance activities according to national guidelines, WHO protocols and internal procedures.
• Coordinate with IT and the surveillance focal point of the Health Zone to ensure data quality and availability to SCI.
• May be mobilized outside usual functions during humanitarian emergencies.

Requirements

• Be a Congolese national residing in Bunia.
• University degree in Public Health, Epidemiology, Medicine or related field.
• Minimum 2 to 3 years of experience in epidemiological surveillance, including at least 2 years in emergency or epidemic contexts.
• Proven experience in emergency responses (Ebola or other major epidemics).
• Experience in health emergency response (Ebola or similar is a major asset).
• Ability to work under pressure in an emergency context.
• Previous experience with Save the Children or another international NGO is a plus.
• Good knowledge of the health system in DRC and surveillance mechanisms (IDSR).
• Knowledge of national protocols and WHO guidelines for Ebola surveillance.
• Proven skills in data analysis (Excel, DHIS2, epidemiological tools).
• Experience in team management, technical supervision and capacity building.
• Previous experience with Save the Children or another international NGO and specific training in outbreak investigation (FETP, WHO courses or equivalent) is a plus.
• Fluency in French (oral and written); knowledge of English is an asset.
• Excellent communication skills, collaboration sense, ability to work under pressure, cultural sensitivity and professional ethics.
