The Senior Case Management Officer will coordinate, supervise, and strengthen the quality of the child protection case management system in Ituri, Democratic Republic of the Congo. This role involves technical leadership, operational coordination, capacity building, and quality assurance to ensure effective response to complex child protection needs in conflict and Ebola-affected contexts.

Responsibilities

  • Coordinate, supervise, and support implementation partners and DIVAS in case management activities ensuring quality standards are met.
  • Provide technical leadership for the inter-agency child protection case management approach in intervention zones, ensuring principles of best interest of the child, confidentiality, informed consent, safety, non-discrimination, and child participation.
  • Establish, operate, and monitor mechanisms for identification, assessment, planning, referral, follow-up, and case closure in child protection.
  • Develop and implement a gradual capacity building plan for key actors including partner case managers, TPS, supervisors, service providers, community structures, DIVAS, and local partners.
  • Support technical supervisors in organizing regular individual and group supervision sessions.
  • Mentor case managers to ensure adherence to best practices and inter-agency case management approach.
  • Ensure quality assurance of case management files through regular reviews, gap analysis, improvement plans, and follow-up.
  • Contribute to updating the case management database ensuring data quality, confidentiality, security, and ethical use.
  • Strengthen capacities of case managers and supervisors on relevant themes including supervision, coaching, information management, quality child-sensitive and gender-sensitive services, research, family reunification, and social care.
  • Reinforce key principles including best interest of the child and confidentiality.
  • Build capacity of community structures on case management, child communication, and referral to appropriate services.
  • Enhance service providers' capacity to deliver quality, child-appropriate support.
  • Strengthen case monitoring systems including adherence to quality criteria with MEAL officer support.
  • Participate actively in the National Case Management Task Force and support contextualization and implementation of the child protection case management approach.
  • Support documentation and use of case management forms by TPS, supervisors, and case managers.
  • Review case management files and provide regular technical feedback.
  • Prepare reports on case trends, emerging risks, priority needs, and service gaps.
  • Collaborate closely with MEAL team to establish feedback and accountability mechanisms for case management programs.
  • Contribute to development of MEAL tools including quality criteria for case management.
  • Document lessons learned, best practices, and case studies to inform program strategies and broader learning in child protection.
  • Coordinate regularly with protection actors, social services, health structures, local authorities, community leaders, and other sectors to ensure safe, timely, and appropriate referral for children.
  • Participate in verification of narrative and financial reports from partners and submit for finance validation before payments.
  • Monitor technical implementation of budgeted case management activities and alert management on needs, gaps, and risks of under-consumption or misallocation.
  • Work closely with MEAL team to implement feedback and accountability mechanisms.
  • Ensure children, families, and communities are aware of complaint and feedback mechanisms and that responses are confidential, safe, and appropriate.
  • Contribute evidence and documentation for advocacy actions to prevent and respond to violence against children in conflict and Ebola contexts.
  • Analyze case trends and service gaps to inform advocacy messages, technical notes, and coordination exchanges with protection actors.
  • Ensure all staff, partner staff, and service providers are trained on safeguarding, have signed consent and code of conduct, and apply these daily.
  • Facilitate safeguarding focal points in their mandates.
  • Detect and report any abuse cases involving beneficiaries and children, taking appropriate measures per Save the Children protection policy.
  • Promote child safeguarding policy among state agents and local NGOs.
  • Ensure child participation standards and norms are integrated in all intervention mechanisms.
  • Regularly produce reports on child participation and propose improvements.
  • Perform other tasks as assigned by management.
  • Strictly adhere to Save the Children child protection and other organizational policies including security, whistleblowing, and fraud prevention.

Requirements

  • Minimum of a Bachelor's degree (B+3) in Community Development, Psychology, Social Sciences, Law, Education Sciences or related fields.
  • At least 5 years of experience in child protection, specifically in implementation, supervision, and quality assurance of case management or IDTR approach.
  • Proven experience in technical supervision, coaching, mentoring, and capacity building of case managers, supervisors, partners, and community actors.
  • Previous professional experience in international or national NGOs.
  • Strong capacity and experience in capacity building.
  • Good writing, analytical skills, and ability to adapt approaches to different environments and actors.
  • Good knowledge of child protection case management standards, best interest of the child, confidentiality, child safeguarding, and referral mechanisms.
  • Strong ability to analyze trends, review case files, produce technical reports, and formulate quality improvement recommendations.
  • Good communication skills, teamwork, and ability to develop relationships with local authorities, communities, and local organizations.
  • Proficiency in computer tools (Excel, Word, databases).
  • Availability and motivation to work with Save the Children.

  • Professionalism and ability to conduct community awareness sessions.
  • Stress management and ability to work in difficult conditions.
  • Organizational skills, strong teamwork aptitude, empathy, and flexibility.

  • Fluency in French; knowledge of Swahili and a local language in Ituri is an asset.
