Project Officer (Health)

The Project Officer (Health) supports the design, implementation, monitoring, and evaluation of Myanmar’s Strategic Purchasing pilot project. The role acts as the field focal person for the health strategic purchasing project, ensuring operational efficiency, stakeholder coordination, and evidence generation to inform future health financing projects and sustainability.

Responsibilities

• Oversee day-to-day operations of the strategic purchasing pilot
• Ensure timely implementation of activities according to work plans
• Coordinate with local government agencies, providers, and development partners
• Verification of clinic documentations (clinic register, patient booklet) against the pre-set criteria
• Assist in developing provider contracts, payment mechanisms, and monitoring frameworks
• Support capacity-building initiatives for health facilities and local authorities
• Contribute to policy briefs and technical reports
• Conduct patient exit interviews (in-person/phone)
• Collect and analyze data on service delivery, financial flows, and outcomes
• Prepare progress reports and recommend adjustments to improve efficiency and impact
• Document lessons learned for scaling and sustainability
• Facilitate communication between local governments, providers, and communities
• Organize workshops, consultations, and training sessions
• Promote community awareness and trust in strategic purchasing mechanisms
• Track project expenditures and ensure compliance with donor and government requirements
• Identify risks and propose mitigation strategies
• Take all necessary and appropriate steps to prevent abuse, exploitation, neglect, harm and modern slavery within their areas of responsibility
• Take all necessary and appropriate steps to prevent fraud, bribery, and corruption within their areas of responsibility

Requirements

• Bachelor’s degree related to health or public health with relevant experiences (e.g., Community health, Nurse, Midwife, Pharmacist)
• At least 2-3 years’ experience in health care service provision settings
• Relevant knowledge, skills and experience in monitoring, data collection, and reviewing of maternal child health diagnosis and management
• Proven experience in participatory training and facilitating skills
• Proven experiences on medicine procurement and warehouse management
• At least 3 years experience in related field (officer level)
• Good English communication skills, both written and verbal
• Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure
• Willingness to travel to field offices and work in difficult environment according to travel requirements
• Significant people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas
• At least 3 years of management experience (Manager and Director levels)
• Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children
• Commitment to and understanding of Save the Children’s aims, values and principles
• Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy
