Project Manager (PM)

The Project Manager is responsible for managing health projects to improve access to basic, primary and secondary health services for forcibly displaced persons and host communities in Aswan governorate. The role includes budget development and management, coordination with stakeholders, safety and security, logistics, awards management, and team management to ensure effective program implementation aligned with Save the Children International strategies.

Responsibilities

• Manage the design and implementation of programmes and operational activities using technical sector advisors and operational support staff.
• Manage the grant ensuring project and reports are delivered according to SC and donor contractual requirements within agreed timescale and budget.
• Ensure effective award management system is in place to meet donor and SCI requirements.
• Provide oversight and technical leadership in project implementation.
• Develop and implement participatory needs assessment to contribute to programme planning and MEAL processes.
• Oversee programme implementation to ensure timely delivery of activities.
• Lead and support recruitment processes ensuring adequate staffing.
• Develop and implement effective safety and security procedures in collaboration with CO Safety and Security Manager.
• Coordinate with Supply Chain on procurement, storage and distribution of stock and services.
• Manage and motivate field based staff including recruitment, performance management and staff wellbeing.
• Manage project’s financial processes in cooperation with Finance team and in line with SCI policies and grant agreements.
• Forecast, plan, track expenditures and burn rates ensuring expenditures are approved and within budget lines.
• Ensure grants and contracts are managed in line with SCI award policies.
• Communicate SCI regulations to staff ensuring financial and technical compliance.
• Complete timely reports to donor as per agreement.
• Document and share best practices and lessons learned, assist with research design, implementation, evaluation and dissemination.
• Ensure appropriate training and capacity strengthening for staff, partners and others.
• Provide technical support in program development, research, monitoring and evaluation.
• Oversee identification and selection of technical assistance to support program quality.
• Ensure appropriate staffing and build effective teamwork for optimum staff retention.
• Utilize Performance Management System to define expectations, develop work plans and provide technical support for staff development.
• Communicate and mainstream SCI policies and accountability and child participation practices.
• Establish effective relations with local authorities and INGOs at governorate level.
• Represent SCI with Government and partners.
• Ensure strong communication and coordination with other Save the Children teams for resource maximization and program integration.
• Identify advocacy issues and develop and implement advocacy and influencing plans.
• Support implementation of child safeguarding policy including risk identification and mitigation.
• Ensure children’s activities are safe and support meaningful participation.
• Provide leadership in child safeguarding policy and code of conduct implementation.
• Contribute to CO risk management process and communicate mitigation measures.
• Contribute to development of communications products with CO Communications Manager.
• Comply with Save the Children policies on safeguarding, code of conduct, health and safety, equal opportunities.
• Ensure security, health and well-being of staff and reflect SC principles of equity and fairness in staff management.

Requirements

• University Degree
• Minimum 7 years’ experience in management positions, managing health programs.
• Strong result based management experience.
• Budget management experience including institutional donors.
• Demonstrable experience of MEAL and beneficiary accountability.
• Strong experience in dealing with government officials at both strategic and operational levels.
• Highly developed interpersonal and communication skills including influencing, advocacy, negotiation and coaching.
• Strong results orientation, with the ability to challenge existing mind-sets.
• Experience working through/with sub grants and partners is a requirement.
• Experience with capacity building of local partners and communities.
• Fluency in English with strong written and oral communication skills.
• Commitment to the aims and principles of SC, including a good understanding of the SC mandate and child focus.
• Professional expertise in one of the Save the Children program areas is preferable.
