Programme Manager- ARISE GREEN Programme

The Consortium Project Manager based in Juba will provide strategic leadership, technical oversight, and operational management for the 48-month ARISE-GREEN project. The role ensures high-quality delivery across the consortium, coordinates partners, and manages stakeholder relations including the European Union and national ministries.

Responsibilities

• Provide overall guidance, leadership, and vision to the consortium partners to ensure unified, qualitative, and timely project delivery.
• Manage sub-grant agreements and ensure compliance with Save the Children policies, EU regulations, and national standards.
• Lead inception phase planning including assessments and skills gap analyses for curricula development.
• Finalize and sign MoUs with private sector companies for apprenticeships and work-based learning.
• Oversee transition to practical Competency-Based Training across TVET centers and Centres of Excellence.
• Direct institutional strengthening efforts including development plans, quality assurance, and facility upgrades.
• Supervise capacity building of TVET instructors in inclusive, climate-smart teaching methodologies.
• Coordinate design and distribution of self-employment kits and business incubation services for graduates.
• Maintain coordination with NRC-led consortium to ensure geographic deconfliction and harmonized targeting.
• Lead sub-national multi-stakeholder dialogue platforms and state-level TVET committees.
• Manage coordination with national ministries to validate Agri-TVET strategies.
• Establish referral frameworks with UNMISS and National DDR Commission for high-risk youth integration.
• Lead and manage the Consortium Management Unit ensuring efficient delivery across partners.
• Provide secretariat support to Steering Committee and coordinate project implementation compliance.
• Facilitate joint planning and decision-making among consortium partners.
• Promote consensus-building and conflict resolution among consortium members.
• Support Project Cycle Management standards and institutional continuity.
• Chair monthly Technical and Operations Working Group to ensure quality implementation.
• Drive alignment of technical approaches and standardize project delivery tools.
• Monitor progress and initiate corrective actions as needed.
• Establish ad hoc technical working groups for operational guidance.
• Support grant holder in engagement and oversight of local partners.
• Participate in quarterly Joint Steering Committee for strategic alignment with NRC consortium.
• Co-lead bi-monthly Joint Coordination Secretariat for day-to-day collaboration.
• Track progress against joint deliverables and maintain shared repository of decisions.
• Identify and mitigate cross-consortium risks and bottlenecks.
• Support operationalization of Joint Results and Learning Platform for MEAL alignment.
• Ensure strategic use of data for adaptive management and program improvement.
• Facilitate cross-consortium learning and documentation of best practices.
• Integrate cross-cutting priorities including gender equity, protection, and accountability.
• Coordinate financial planning and oversight in line with EU regulations.
• Review and finalize technical and narrative reports for donor submission.
• Facilitate external communication and stakeholder engagement per EU visibility plan.

Requirements

• Master’s degree in international development, Vocational Education (TVET), Agricultural Economics, Project Management, Business Administration, or a related field.
• Minimum of 7–10 years of progressive professional experience managing large-scale, multi-million dollar international development projects, with a preferred focus on TVET, youth livelihoods, climate-smart agriculture, or market systems development (MSD).
• Proven track record of leading multi-partner consortia in fragile or post-conflict settings (direct experience in South Sudan or East Africa is highly desirable).
• In-depth knowledge of European Union (EU/NDICI) rules, procedures, and reporting compliance regulations.
• Technical understanding of Competency-Based Education and Training (CBET/CBT) frameworks, curriculum development, and national qualification systems.
• Experience implementing conflict-sensitive programming, social cohesion initiatives, and working with high-risk groups (e.g., gang-affiliated youth, ex-combatants, and displaced populations).
