Oficial CASH

The Oficial CASH is responsible for implementing and operationally monitoring cash transfer programs, ensuring technical and budgetary execution to achieve program objectives. The role involves supporting program activities on the ground, managing budgets, coordinating with project teams, and ensuring compliance with operational procedures and safeguarding policies.

Responsibilities

• Efficient and transparent management of project budgets.
• Support technical evaluations on the ground in coordination with project coordinators and other thematic areas of Save the Children and external sector organizations.
• Develop PMM tools and ensure project management follow-up in the PRIME system with support from the manager and IMERA.
• Ensure proper implementation of Standard Operating Procedures for beneficiary identification, registration, and verification.
• Supervise targeting and beneficiary identification activities and delivery of cash assistance for multipurpose and food security in communities.
• Monitor mobilization and targeting processes to ensure proper use of tools and information management.
• Collaborate with Cash Transfer, Livelihoods, Food Security and Nutrition, Protection teams to ensure beneficiaries receive adequate program information.
• Lead, coordinate, and support training, technical assistance, workshops, and events to ensure quality and effectiveness, proposing solutions or reinforcement actions as needed.
• Design, evaluate, and adjust methodologies and tools for beneficiary accompaniment and family strengthening for child protection and basic needs satisfaction.
• Ensure timely submission of inputs for activity and donor reports according to internal and donor requirements.
• Document success stories and share good practices among staff.
• Coordinate activities and maintain smooth working relationships with the team.
• Conduct planning, monitoring, and evaluation meetings regularly to review results.
• Ensure accountability processes to beneficiaries, partners, and communities with IMERA team collaboration.
• Work closely with government and associated NGOs/UN personnel to align programs with other actors.
• Provide progress updates to the field manager.
• Support community workshops within cash transfer program implementation.
• Conduct eligibility surveys for potential program participants.
• Perform other duties inherent to the position.

Requirements

• Professional degree in Social Sciences and Humanities, Administrative and Economic Sciences, Industrial Engineering or related fields.
• Availability to reside in Buenaventura and willingness to travel to other municipalities and cities in Colombia as required by projects and national actions.
• Minimum of 4 years of certified professional experience.
• Experience in similar roles, with at least 2 years in NGOs or the humanitarian sector.
• Preferably at least 2 years managing and implementing humanitarian Cash Transfer Programs (CTP).
• Desirable 1 year experience managing teams and personnel, preferably in humanitarian contexts.
• Experience working through community participation and accountability systems.
• Experience in conducting training and capacity-building processes.
• Experience in writing clear and well-argued evaluation and project reports.
• Experience integrating gender and inclusion perspectives.
• Sensitivity and ability to relate to community members from diverse cultural backgrounds.
• Knowledge of humanitarian principles and architecture in Colombia.
• Knowledge of the armed conflict context in Colombia.
• Knowledge of project life cycle management.
• Demonstrable leadership, communication, and influence skills.
• Flexibility and adaptability to difficult working conditions.
• Written communication skills for report preparation.
• Social and cultural sensitivity to handle complex situations with patience, tact, and diplomacy.
• Ability to manage conflicts in work environments.
