National Only - Project Officer - Hanoi Office based

The Project Officer is responsible for assigned tasks among the implementation of Combatting Online Child Sexual Exploitation and Abuse (OCSEA) project and other assigned projects. The role involves project implementation, coordination with partners, ensuring compliance with donor regulations, and contributing to project management and reporting.

Responsibilities

• Engage the learning agenda of the country office.
• Implement risk prevention actions linked to project activities and monitor emerging risks.
• Provide inputs for need assessment, child right situational analysis, Country Annual Plan, Country Strategic Plan and reports when relevant.
• Support emergency assessment and response implementation.
• Support Project Manager drafting sub-grant agreements and follow internal approval and grant management processes.
• Provide inputs to adjust work plans, budgets, and procurement plans as needed.
• Work closely with partners to implement activities contributing to project KPIs.
• Provide inputs for quarterly review of operational, finance, and safeguarding risks and issues.
• Monitor and report emerging issues affecting project implementation and implement agreed solutions.
• Work with technical advisors to implement project activities.
• Assist in writing project reports and case stories and address reporting issues.
• Ensure project technical requirements are implemented in the field.
• Collaborate across multiple projects to ensure integration and alignment with SCI strategic objectives.
• Deliver trainings/workshops and provide technical inputs on online safety topics.
• Update project data on PRIME and collect data using project QBs.
• Support partners in monitoring and supervising activities to ensure progress and quality.
• Provide inputs for project review and share lessons learned.
• Implement and report on accountability systems in the field.
• Collect feedback from beneficiaries and stakeholders and report to Project Manager.
• Maintain project files in Sharepoint.
• Provide inputs for project concepts, proposals, location selection, and draft budgets when required.
• Act as Project Manager when assigned.
• Work with partners to ensure cost-effective implementation of project activities.
• Provide input for budget phasing and monthly forecasts.
• Monitor partners’ expenses compliance with SCI and donor policies.
• Ensure finance and procurement policies are followed and report violations.
• Serve as Budget Holder for expenses under 10,000 USD.
• Act as requester on financial systems when required.
• Provide project information for communication purposes when relevant.
• Support coordination and maintain relationships with project partners.
• Jointly assess partners and support capacity building.
• Ensure compliance with government laws, policies, and procedures during project implementation.

Requirements

• At least Bachelor’s degree related field.
• Minimum of three years’ experience working with an INGO environment, including experience directing and implementing programs, with at least three years in similar positions.
• Good at project management and project implementation with partners.
• Good at working with partner in the field.
• Good at child – centred approaches.
• Good at finance management.
• Good at risk management.
• Relationship building and partnership development skills.
• Good interpersonal skills, with a demonstrated ability to respond effectively to challenges, and work effectively in a cross-culture environment.
• Good project cycle management skills, including project reporting.
• Good understanding of challenges facing vulnerable children and communities in Vietnam.
• Experience in Child rights or Child protection projects implementation.
• Good communication skills both verbally and in written form in English and Vietnamese.
• Commitment to humanitarian principles/accountability frameworks, especially for work with vulnerable populations.
• Ability to work effectively with people of diverse backgrounds, to motivate and inspire team work.
• Ability to analyze information, evaluate options and to think strategically.
• Commitment to and understanding of SCI aims, values and principles including rights-based approaches.
