MEAL Officer (Humanitarian)

The MEAL Officer (Humanitarian) facilitates the planning, implementation, monitoring, and evaluation of humanitarian programme activities funded through the Humanitarian Fund across all Area and Field Offices. The role ensures data quality and integrity for humanitarian response sectors and supports MEAL system strengthening under the supervision of the Senior Humanitarian Manager.

Responsibilities

• Facilitate and develop data management mechanisms in line with SCI MEAL procedure.
• Collect, consolidate, and clarify quality data on field-level information against output indicators for all humanitarian thematic sectors funded under the Humanitarian Fund.
• Manage monthly collection of humanitarian project outputs and update the Country Office output tracker within deadlines.
• Analyze field-level output data to assess progress against HF targets and identify data quality gaps.
• Collaborate with Area-level MEAL staff to strengthen MEAL systems for humanitarian programming.
• Lead regular surveys and Post Distribution Monitoring activities as required.
• Develop and implement creative MEAL methodologies and communication channels to improve qualitative data collection and data flow.
• Contribute to design and development of database systems for high-quality humanitarian reporting.
• Organize and initiate access to multi-sectoral data across project areas.
• Coach, guide, and build MEAL capacity across Area Offices.
• Assist supervisors in preparing for humanitarian evaluations, surveys, and research.
• Provide training and support to field teams and partners on monitoring tools and reporting procedures.
• Coach and train staff and partners on monitoring, evaluation, accountability and learning.
• Keep track of field activities and report on humanitarian programme progress.
• Ensure ongoing monitoring and evaluation of humanitarian activities to meet objectives and identify necessary actions.
• Provide checklists and Quality Benchmarks for integrated humanitarian responses.
• Liaise with Program Managers and Area Focal Persons for communication between Area Offices and Yangon.
• Coordinate between senior management and field-level implementation for quality monitoring.
• Report quality data to Senior Humanitarian Manager and counter-check overall humanitarian response output tracker.
• Combine and report M&E data, IPTT, and KPIs with feedback to MEAL focal persons.
• Contribute to preparation of internal humanitarian reports, sitreps, and external updates.

Requirements

• Bachelor degree holder (relevant education/ qualification).
• Knowledge of one or more of the following: engineering with basic construction knowledge, public health, or Hygiene Promotion, community development (or) community water supply and sanitation.
• At least 2 years’ experience in M&E field.
• Preferable experience in Humanitarian and development area regarding to WASH knowledge.
• Good experience and knowledge in IT skills.
• Essential reading, writing, understanding and speaking English.
• Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure.
• Professional working experience with international organizations preferable.
• Proven team working ability.
• Good communication skills.
• Able to work in difficult environment according to time restriction.
• Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children.
