The Finance Officer is responsible for controlling expenses made by SCI project teams and partners to ensure expenditures align with approved budgets and SCI/donor policies. The role involves supporting finance and project teams, building partner capacity, and ensuring sound financial management in line with SCI and ECHO requirements.

Responsibilities

  • Control expenses made by SCI project team/partner to ensure expenditures are in accordance with approved budget and SCI/donor policies
  • Support CO finance team and project team to ensure finance vouchers have appropriate codings (Account, Project, Cost Center, Budget, SOF, DRC, etc)
  • Work closely with country finance coordinator for partnership and ECHO project Coordinator to build capacity of partner staff
  • Ensure partner has sound financial management that meets SCI and ECHO requirements
  • Be prepared to work outside normal role profile and vary working hours in the event of a major humanitarian emergency

Requirements

  • A Bachelor degree in relevant subject from an accredited University
  • At least bachelor degree in Accounting/Management/Administration or equivalent
  • Minimum 3 years of similar working experience, preferably with NGO and INGO
  • Experience in working with NGO or sub-grant partners
  • Good team work with related field and other project staff
  • Fluency in English and Khmer and proficiency in Microsoft Office
  • Proven strong accounting and analytical skills, good attention to detail
  • Sound knowledge of administrative affairs and procurement process
  • Good communication skill
  • Strong commitment to the organisation and highly motivated person
  • Good interpersonal skills and ability to work in an international environment
