The Director of Finance and IT is a senior management role responsible for overseeing the Finance and IT functions of the oPt Country Office, including finance administration, fiscal management, financial and grant reporting, IT systems, and risk management. The role supports leadership, planning, budgeting, financial reporting, staff management, and risk mitigation in both emergency and development contexts.

Responsibilities

  • Contribute to leadership of the oPt Country Office as a member of the Senior Management Team.
  • Support development of an organisational culture reflecting programming values, accountability, high performance, learning, creativity and innovation.
  • Support design and implementation of organizational structure consistent with agency practices and program needs.
  • Maintain and improve working relationships with host government authorities, partner agencies, donors, and NGOs.
  • Ensure compliance with Save the Children’s Quality Framework Essential Standards and SOPs.
  • Provide prompt support during emergencies in coordination with Country Director and Regional Office.
  • Assist in management and administration of Country Office resources including work program formulation, resource allocation, and monitoring donor agreements.
  • Perform periodic financial analysis and provide strategic financial recommendations for sustainability.
  • Develop plans to meet funding and programming needs including funding diversification.
  • Identify and manage financial risks and develop mitigation plans.
  • Manage financial aspects of budget development, revisions, and annual planning process.
  • Ensure emergency finance procedures are detailed in Emergency Preparedness Plan.
  • Ensure budget holders understand responsibilities through training.
  • Support Field Offices in operating efficient accounting systems and timely budget variance analysis.
  • Oversee finance function ensuring compliance with policies, procedures, and donor regulations.
  • Ensure appropriate budget authority and application of approved scheme of delegation.
  • Present finance dashboards and Monthly Financial Reviews in SMT meetings with recommendations.
  • Manage treasury operations and financial management controls over assets and funds.
  • Lead development of finance policies and procedures according to international accounting principles.
  • Complete and submit FCC report and respond to findings.
  • Ensure technical support and internal controls testing for field finance departments.
  • Coordinate funds request estimation with budget holders and field finance.
  • Ensure statutory and project audits are conducted and findings addressed.
  • Review and approve accounting and closing of books from sub-offices.
  • Develop financial management capacity of sub-grantees and budget holders through training.
  • Monitor timely submission of financial reports to stakeholders.
  • Provide guidance to ensure compliance with donor agreements.
  • Prepare monthly financial and analytical reports and audited financial statements.
  • Ensure appropriate staffing, competencies, and professional development within the department.
  • Lead, mentor, and evaluate staff performance using Performance Management System.
  • Support risk management by applying risk lens to growth strategies and developing risk management policies.
  • Participate in preparation of monthly Risk Management Register and financial risk assessments of partners.
  • Supervise IT function ensuring effective IT support and legal compliance.
  • Ensure efficient and cost-effective IT systems with sufficient connectivity and backup.
  • Support programmes with innovative IT solutions and maintain communication systems.

Requirements

  • Master’s degree in finance or accounting or any related field or equivalent professional experience.
  • 10+ years demonstrated professional experience in financial management, of which 5+ years of experience in a managerial position in an International NGO environment.
  • Experience in the development of strategic and operational Finance plans and their implementation in a professional work environment over a sustained period of time.
  • Experience of reviewing and drafting Finance policies, procedures and guidelines and of developing and implementing systems.
  • Experience in managing IT systems.
  • Ability to plan and organise a substantial workload that includes complex, diverse tasks and responsibilities in both development and complex emergency contexts.
  • Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
  • Exceptional customer service focus.
  • Demonstrated credibility with colleagues and stakeholders at all levels of an organization.
  • Excellent verbal and written communication skills in English.
  • Strong interpersonal skills with the ability to demonstrate skills in leading a multi-disciplined team through a period of change.
  • Highly developed cultural awareness and ability to work well with people from diverse backgrounds and cultures.
  • Leadership skills, including the ability to supervise and motivate qualified professional staff with strong personal value systems.
  • Analytical, decision making and strategic planning skills and the ability to handle multiple priorities.
  • Ability to coach, mentor, delegate appropriately and provide developmental guidance to supervised staff and proven success in building capacity of staff.
  • Team building skills.
  • Competent level skills in core IT applications, particularly MS Office.
  • Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy.
  • Ability to travel to all programme sites in oPt (West Bank and Gaza Strip).
  • Qualified finance professional is a plus (recognised accounting qualification such as CIMA, ACCA, CPA) with experience of operating in a global and complex organisation.
  • Proven record implementing change and improvement initiatives.
  • Valid driving licence.
