Consultant en construction

The Consultant en Construction will collaborate with the Project Manager of the SOURIRE project to oversee the operational implementation of construction-related deliverables in the coverage area. The role involves technical supervision, quality control, community mobilization, and ensuring compliance with Save the Children policies and standards.

Responsibilities

• Prepare procurement process for civil engineering works (drafting TORs, reviewing bids, verifying technical compliance, evaluating technical and financial feasibility).
• Contribute to drafting technical parts of supplier specifications, detailing material, construction methods, and quality requirements.
• Study and propose the most advantageous technical solutions considering site constraints, community needs, and budget.
• Participate in developing technical plans, specifications, and measurements for rehabilitation, construction, and maintenance works.
• Develop quantity estimates and cross-sections as needed.
• Provide technical supervision throughout works or external technical services related to civil engineering and accommodation.
• Control quality of materials and works through inspections and field tests.
• Ensure technical feasibility, compliance with internal and national standards, and quality of works.
• Mobilize communities and contribute to resource mobilization plans in close collaboration with the project team.
• Receive works according to Save the Children internal protocols.
• Write reports and minutes on work progress, encountered issues, and propose relevant solutions.
• Provide continuous training and mentoring to Save the Children stakeholders.
• Ensure safe participation conditions for beneficiaries and partners through permanent monitoring of infrastructures and program installations.
• Document best practices and lessons learned and participate in capitalization efforts.
• Work with project staff to integrate civil engineering and accommodation considerations into the DIP and monitoring & evaluation plan.
• Ensure inclusivity in all infrastructures and accommodation works of the program.
• Collect and inform Save the Children of administrative, organic, and/or government reforms impacting budgeting or planning.
• Provide technical assistance for monitoring and evaluation.
• Participate in production and deployment of data collection tools.
• Support project stakeholders in producing quality deliverables on time.
• Assist project team, government services, and NGO partners in data analysis and documenting intervention effects and impacts.
• Work with MEAL team to integrate Construction Policy requirements into MEAL plan.
• Plan, implement, monitor activities and report in close collaboration with stakeholders according to the Country Office Strategic Plan.
• Promote synergies with other programs and contribute to exchanges with key actors in the intervention area.
• Contribute to continuous analysis of root causes of child labor and equitable access to essential services prioritizing children.
• Document knowledge including best practices, lessons learned, and case studies from activity implementation.
• Inform Program Manager on activity progress and constraints.
• Draft quarterly or annual TORs for civil engineering operations as per DIP.
• Participate in drafting mission/activity reports and monthly, quarterly, annual reports.
• Contribute to donor reporting.
• Collaborate with NGO staff and government agents to ensure alignment with quality benchmarks.
• Contribute to overall operational planning of the project.
• Implement activities respecting deadlines per work plan.
• Perform other tasks as requested by supervisors.
• Participate in modeling data collection tools, database provisioning, data collection, securing and transmission as per agreed cycle and circuit.
• Conduct periodic site inspections upon Program Manager approval to ensure compliance with Construction Policy.
• Draft periodic project team reports and submit within deadlines.
• Document project activities (photos, videos, testimonies, case studies, reports).
• Ensure proper implementation and regular monitoring of financial and logistical procedures for timely activity execution.
• Monitor budget consumption of Save the Children and partners and prevent over or under consumption.
• Assist in financial performance analysis and propose corrective actions to coordination team.
• Ensure compliance with organizational procedures for program fund management.
• Share Construction Policy and anti-fraud policy with team and operational partners.
• Ensure compliance with Save the Children policies and procedures.
• Ensure activities comply with child safeguarding, anti-fraud and corruption policies.
• Contribute to honoring commitments to partners and donors.
• Report all internal and external abuse cases.
• Know and promote Safeguarding policy and Code of Conduct among children, employees, partners, beneficiaries.
• Contribute to lessons learned exercises and documentation of good practices.
• Exemplify integrity, honesty, confidentiality, and respect for Safeguarding code of conduct.
• Know and respect local procedures.
• Ensure wellbeing of children, employees, partners, beneficiaries, and communities.
• Ensure a healthy environment for all stakeholders.

• Immediately report any fraud cases known directly or indirectly.

Requirements

• Minimum education level: BAC + 3 in Civil Engineering with specialization in Building, Wood Construction Systems and Habitat, Planning and Finishing, or equivalent degrees.
• Minimum of 3 years progressive experience as a Civil Engineering Technician with international organizations and/or government programs/agencies.
• At least 2 years experience in a similar role including site project management (civil engineering or major works, accommodation, infrastructure maintenance, etc).
• Proven knowledge of various building and public works materials (concrete, steel, etc) to ensure quality and durability of works.
• Proficiency in software such as AutoCAD, Revit, Civil 3D, InfraWorks (essential for creating and modifying plans and 3D modeling).
• Good understanding of issues related to non-formal education, participatory community development, safeguarding, safe programming, gender equity, diversity and social inclusion in rural Ivory Coast.
• Excellent reporting and experience capitalization skills.
• Flexibility, team spirit, and strong anticipation skills.
• Proficient in computer tools including Outlook, Word, Excel, PowerPoint.
• Ability to work under pressure autonomously, follow instructions, and meet tight programmatic deadlines.
