Project Director for Climate Smart Agriculture and WASH - AfDB Project

The Project Director will provide managerial and technical guidance to Plan International teams in South Sudan and Ethiopia implementing the Climate Smart Agriculture and WASH project funded by AfDB. The role involves developing, implementing, monitoring, and evaluating climate-smart FSL and WASH activities, ensuring youth engagement and gender focus, coordinating stakeholders, and building capacity of local staff and partners.

Responsibilities

• Develop a detailed and integrated FSL and WASH project implementation plan aligned with objectives, donor requirements, budgets, and timelines
• Facilitate development of project procurement plan
• Develop project start-up, monitoring, reporting, and closeout plans
• Periodically review project achievements and adjust implementation plans
• Design templates for weekly and monthly updates and share regularly with supervisor
• Develop high-quality quarterly, biannual, and annual donor reports
• Develop training modules and conduct TOTs on agriculture production, livestock, VSLA, WASH, and protection
• Develop guidance for agricultural demonstration plots and farmer community centres
• Ensure high-quality project delivery impacting children, girls, youth, especially young women and families
• Support development of quality FSL & WASH proposals to attract funding
• Lead project implementation using staff and resources
• Monitor and support sub-grantees
• Manage project staff
• Provide technical support, mentoring, and coaching to field teams
• Capacity building of staff and volunteers on FSL and WASH technical areas
• Develop and ensure use of standardized FSL and WASH tools and resources
• Establish and train sustainable businesses and job placements
• Provide capacity-building on market-oriented crop and vegetable production best practices
• Coordinate with M&E teams to update surveys and lead needs assessments
• Document lessons learned related to FSL and WASH programming
• Ensure WASH assessments cover water access, quality, sanitation, hygiene, infrastructure, O&M, and climate risks
• Ensure functioning feedback and complaints mechanisms
• Ensure proper use of monitoring and evaluation tools
• Represent Plan International in national/subnational FSL and WASH clusters and coordination groups
• Ensure Plan International visibility at field level
• Ensure monthly reporting to FSL and WASH sub-clusters
• Monitor budget and ensure adequate burn rate
• Review BVA monthly and develop corrective action plans
• Ensure compliance in finance utilization
• Conduct timely budget forecasts and requests
• Prepare, review, and submit donor and national office reports
• Embed Plan International's policies for Safeguarding Children and Young People and Gender Equality and Inclusion
• Ensure staff and associates understand responsibilities under these policies and Code of Conduct

Requirements

• Master's degree in agriculture, water resources engineering, agricultural engineering, rural development, disaster risk management, water resources management, environmental sciences, hydraulics, water supply and environmental engineering, economics, or a related field
• Project management professional certificate from internationally recognized institute like Project Management Institute or international accredited center
• A minimum of 8-10 years of experience in FSL/WASH work with Development banks, UN agencies, private sector, and humanitarian organizations
• Knowledge of climate-smart agriculture, food systems, Climate resilience WASH, water systems management, and nutrition themes, including VSLA, agribusiness, value chain development, market linkages, and financial inclusion
• Experience in providing technical support, capacity building, designing and delivering training, and coaching staff and volunteers
• Good understanding of FSL and WASH issues in South Sudan and Ethiopia
• Fluent in English (both oral and written). Knowledge of local Arabic and/or other languages will be an added advantage
• Good Understanding of donor interest and key competitors in the FSL and WASH sectors
• Experience managing large-scale food security and livelihood, as well as WASH and related development and emergency projects
• Capacity in the development of training manuals in FSL and WASH
• Experience writing project proposals, doing assessments, and evaluating tools
• Experience in coordinating and managing diverse team members
