The MER Officer will ensure the achievement of programme objectives related to accountable and measurable impact of YPII programme implementation in PIA. The role supports strengthening monitoring, evaluation, and knowledge management for accountability and measurable impact through robust data/information for decision-making.

Responsibilities

  • Develop and strengthen programme/project M&E frameworks, ITTs, monitoring plans, tools, and systems aligned with YPII and Plan International standards.
  • Ensure quality data collection, analysis, dashboards, databases, and timely M&E reporting for sponsorship, grants, and humanitarian programmes.
  • Support research, assessments, studies, and evidence-generation initiatives to inform programme quality and strategic decision-making.
  • Facilitate learning, knowledge sharing, documentation of good practices and lessons learned, and translate evidence into programme improvements.
  • Provide technical support, mentoring, and capacity building to YPII staff, programme/project teams, and implementing partners on M&E and learning.
  • Ensure meaningful participation and engagement of children and youth are captured, measured, and reflected in programme monitoring and learning.
  • Embed Safeguarding, PSHEA, and GEDSI principles across programme/project design, implementation, monitoring, and learning.
  • Work closely with MER, programme, technical teams, and partners to strengthen evidence-based programme management and decision-making.

Requirements

  • Bachelor degree in social science, statistics, social development and any related field.
  • At least 2 years of experience in project M&E, with practical knowledge on Results Based Management and Theory of Change.
  • Experience in working on M&E focusing on health is an advantage.
  • Well informed on the trends and development in M&E, evaluation for impact and state-of-the-art methodology for measuring development projects (both quantitative and qualitative).
  • Possess knowledge and skill in research methodology and data collection for baseline and evaluation.
  • Demonstrated experience and skills in project reporting, knowledge management and learning process.
  • Good analytical skill.
  • Well informed about methods to capture change/results of project implementation.
  • Good interpersonal communication and facilitation skills for mentoring and knowledge sharing.
  • Possess good judgement to deal with conflict.
  • Able to work both in team and independently with minimum supervision.
