Senior Energy Data Officers will participate in energy data activities supporting the IEA's work on global energy challenges including energy security, markets, efficiency, and GHG emissions. They will contribute to data collection, validation, dissemination, and the development of analytical models and tools, playing a central role in the IEA's modernization strategy.

Responsibilities

  • Contribute to and enable the production of data and statistics as well as the development of advanced analytical models in the field of data and statistics to support related analysis.
  • Collect, process, disseminate and manage energy data and information for OECD and non-OECD countries using questionnaires and other methods.
  • Contribute to continuous improvement of methods to ensure data quality and international comparability.
  • Develop and implement robust methods for the estimation of missing values including use of alternative data sources and statistical or data science techniques.
  • Develop derived indicators and metrics to support tracking of energy market developments globally.
  • Identify new data sources and collection methods such as web-scraping and data science techniques.
  • Maintain documentation on data series and draft methodological and technical notes for publications.
  • Keep abreast of work by other international and national organisations and collaborate as needed.
  • Guide the work of more junior staff for data collection, validation and dissemination tasks.
  • Maintain and develop statistical databases exploiting new software developments to improve efficiency.
  • Integrate new data sets into existing data infrastructure.
  • Provide guidance to internal and external users on data preparation and interpretation for empirical analysis and modelling.
  • Produce statistical and analytical publications, reports and data products.
  • Maintain contacts with international organisations, national delegations, industry representatives and other institutions.
  • Promote the work of the Agency externally through workshops, trainings and bilateral meetings.
  • Train new recruits on statistical methodologies and processes as needed.

Requirements

  • A university degree in fields relevant for energy data, i.e. statistics, data science, economics, mathematics, computer science, information technology, engineering, physics, environmental studies.
  • A postgraduate degree in one of these fields would be an advantage.
  • At least two years to three years of experience in the production and/or use of data or statistics gained in the private sector, university, public research institutes, national administrations or international organisations.
  • Additional experience would be considered an asset.
  • General knowledge of statistical concepts and applied data analysis techniques.
  • Professional experience and knowledge of the energy field would be a significant advantage.
  • Strong communication skills, including capacity to present technical content to non-technical audiences.
  • Experience performing data processing and analysis using programming languages such as Python, R, and Matlab.
  • Proficiency in Python is an asset.
  • Experience in developing visuals with business intelligence software, such as but not limited to Power BI, Tableau, Looker, or Plotly/Dash would be considered a significant advantage.
  • Experience in using Microsoft Office software, especially Excel and Visual Basic.
  • Managing data with SQL would be considered significant advantages and may be required for certain positions.
  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.
