The Product Engineer will lead product discovery, author functional specifications, design accessible user experiences, and develop web applications on a modern TypeScript stack for the ISRP digital services portfolio. The role includes operational support, knowledge management, and continuous improvement within the IT Services Unit.

Responsibilities

  • Lead product discovery with ISRP business units and stakeholders by facilitating workshops, conducting structured requirements gathering and modelling user journeys for core business applications in areas such as pension administration, compensation and benefits, surveys, and legal and document services.
  • Author functional specifications and acceptance criteria, and drive them through to stakeholder sign-off and user acceptance testing.
  • Analyse existing and legacy applications to recover and document business rules in preparation for their progressive replacement, and lead as a first priority the functional design of the rebuild of the IFI portal (International Financial Institutions).
  • Maintain a structured and transparent product backlog informed by user feedback and business priorities, facilitate the intake and prioritisation of development requests across the Unit’s portfolio, and support fellow developers in structuring and managing their backlogs.
  • Design and deliver user-centred and accessible interfaces for ISRP web applications and future digital services, in line with recognised accessibility standards.
  • Develop, test and ship full-stack web applications on a modern TypeScript stack, in line with OECD security requirements, controls and development standards.
  • Contribute to the progressive modernisation of the application portfolio through the replacement of end-of-life applications, with further rebuild projects to follow.
  • Co-ordinate with internal and external service providers on integrations, environment provisioning and handovers.
  • Participate in the operational running of ISRP digital services on the basis of documented operating procedures, including scheduled application releases, monthly updates of application data and content, yearly campaigns to gather pension-related information and documents, and responses to user service requests.
  • Continuously improve and automate these operating procedures to strengthen service reliability, repeatability and operational resilience.
  • Establish and maintain the team’s knowledge infrastructure, including documentation standards, a central knowledge base, operating procedures and onboarding paths, to support auditability, service continuity and effective cross-coverage.
  • Define, measure and report service and product key performance indicators, and prepare analyses and presentation materials to support management reporting and decision-making.
  • Identify and propose improvements to workflows and tooling, and champion shared practices across the Service’s IT activities to contribute to a culture of continuous learning and knowledge-sharing.

Requirements

  • University degree in computer science, information technology, human-computer interaction or a closely related discipline, or equivalent professional experience demonstrating expertise in the field.
  • A minimum of three years’ proven professional experience building, shipping and operating web applications in production, ideally in a product-oriented role.
  • Demonstrated experience leading product discovery with non-technical stakeholders, and authoring functional specifications and acceptance criteria through to sign-off.
  • Experience designing accessible and user-centred interfaces, with familiarity with prototyping and user research practices.
  • Demonstrated experience establishing or maintaining documentation and knowledge-management practices, including knowledge bases, standards and onboarding materials, supported by excellent written communication skills.
  • Experience analysing legacy systems to recover business rules and specify their replacement would be an advantage.
  • Experience in an international and cross-cultural setting would be preferable.
  • Strong proficiency in TypeScript and React, with production experience of Next.js or a comparable React framework, and working knowledge of Node.js back-end development, REST APIs and relational databases such as PostgreSQL or MySQL.
  • Proficiency with prototyping and design tools such as Figma, and with recognised web accessibility standards including WCAG and/or RGAA.
  • Familiarity with source control and continuous integration and delivery tools such as GitLab, Azure DevOps or GitHub.
  • Comfort working in Linux environments, including application deployment, reading logs and diagnostics, and command-line usage.
  • Familiarity with collaboration and documentation platforms such as Confluence and Jira, and with Microsoft 365.
  • Knowledge of PHP and Symfony would be a strong asset.
  • Knowledge of automated testing practices such as Vitest, Jest or Playwright, or of Microsoft Dynamics 365 and Power Platform, would be an asset.
