See your match score & applyThe IEA seeks a Human Resources Coordinator and Project Manager to coordinate the team’s HR and administration operations and support the Agency’s talent development strategy, HR projects, and related procurement initiatives. The role involves managing HR day-to-day staff administration, developing and implementing talent development and change management projects, and acting as an advisory resource in key HR areas.
Responsibilities
- Design, implement and monitor the IEA’s projects such as learning and change management programmes, ensuring alignment with organisational priorities and delivering measurable impact.
- Autonomously manage the project planning and coordination of training and coaching initiatives, ensuring effective delivery and stakeholder engagement across the Agency.
- Contribute to the IEA’s implementation and continuous improvement of HR guidelines and tools, in close coordination with the Senior staff Resources Advisor and relevant HR teams.
- Oversee the design and delivery of talent attraction and generic recruitment campaigns in the IEA where needed, ensuring timelines, requirements and expected outcomes are met in close coordination with HR officers.
- Co-ordinate talent initiatives within the OMA/HR team, supporting and driving projects aimed at improving talent management efficiency across the Agency in collaboration with the Senior Staff Resources Advisor.
- Contribute to the delivery of HR reform initiatives, ensuring alignment with organisational objectives, as necessary.
- Lead and co-ordinate IEA staff-related actions (contracts, staff mobility, career development, teleworking arrangements, absences, follow up of probationary period reports, etc.) across OMA/HR team, ensuring timely delivery, quality and compliance to policy and providing guidance to team members when required.
- Analyse and lead HR process improvement initiatives, redesigning workflows to enhance efficiency, streamline operations and accelerate service delivery in the area of staff administration activities.
- Monitor and support the implementation of corporate HR policies, reforms, guidelines and best practices, ensuring effective adoption and alignment within the Agency, by providing regular capacity building and as needed.
- Ensure capacity building and provide regular HR efficiency and reform projects updates to different stakeholders, as needed.
- Act as key advisor to staff and internal clients on HR policies, operational procedures and best practices, ensuring clear communication and guidance.
- Manage HR coordination for the Young Associates Programme (YAP) & Junior Proffessional Officer (JPO) programmes as dedicated project manager, including application pre-screening, supporting assessment processes (testing and review).
- Oversee day-to-day HR operational coordination, including weekly reporting and liaising with OECD HRM.
- Apply and develop in-depth knowledge of the OECD’s human resources management frameworks, ensuring all activities, projects, and processes are aligned with OECD policies and practices.
Requirements
- Advanced university degree, with training in human resources management or equivalent experience in a similar role.
- At least 5 years’ experience working in a similar relevant role in human resources management.
- Experience designing, implementing and monitoring learning and change management programmes, coordinating procurement with providers.
- Confirmed experience designing and implementing efficiency measures for HR operations and guiding and coordinating team’s efforts to ensure that KPIs are met.
- Excellent planning and organisational skills.
- Proven ability to anticipate and cope with conflicting HR requests and strict deadlines, communicate clearly and work effectively in a multicultural environment.
- Good knowledge of the OECD staff and financial rules and regulations and their application would be an advantage.
- Experience in an international environment would be an advantage.
- Very good knowledge of resource management applications such as SAP, OBMR, Business Objects (BO), SmartRecruiters, PowerBI, Concur or the ability to very quickly master the use of such applications.
- Excellent command of Microsoft Office (Word, Excel, Powerpoint, Outlook and Teams).
- Fluency in the IEA’s official language (English) and knowledge of the other OECD language (French), with a commitment to reach a good working level.
- Knowledge of other languages would be an asset.
