See your match score & applyThe Head of Division will provide leadership and strategic direction for the Monitoring and Peer Review Division of the Global Forum, overseeing the implementation and peer review of international tax transparency standards. The role involves managing complex programmes, fostering partnerships, and representing the Global Forum and OECD in various international forums.
Responsibilities
- Support the implementation of the Global Forum’s Programme of Work and Budget and the advancement of its strategic outcomes, focusing on monitoring and peer review of tax transparency standards.
- Support the Office of the Secretary-General, the OECD Sherpa, and their teams on targeted policy advice and OECD contributions in tax and development, including to the G20 and G7.
- Lead the design and management of the Global Forum’s monitoring and peer review programmes, ensuring effectiveness and promoting necessary reforms.
- Ensure quality and consistency of the Global Forum’s monitoring and peer review processes, managing key stakeholders and coherence across outputs.
- Ensure the Global Forum’s work reflects the needs of all member jurisdictions and promotes effective standards, including leading engagement to deliver the Common Transmission System.
- Foster cross-organisational collaboration, particularly with the OECD Development Cluster, on tax and development issues.
- Contribute to strengthening the OECD and Global Forum’s standing as authoritative reference centres for tax policy and administration analysis and guidance.
- Support the global reach of OECD and Global Forum’s work on tax transparency through public reporting and engagement with key partners.
- Represent the Global Forum Secretariat and OECD in internal and external meetings.
- Establish and maintain strong networks with international organisations, national authorities, academia, and research institutions.
- Contribute to dissemination of the Global Forum’s work through media, professional networks, academia and other communities.
- Prepare timely and accurate responses to briefing requests from the Secretary-General’s Office and other parts of the Organisation.
- Develop strategic relationships with key international and regional organisations active in tax transparency.
- Ensure effective coordination and collaboration across the Organisation to support corporate initiatives and horizontal projects.
- Lead and manage Division staff by setting objectives, providing direction and feedback, supporting professional development, and promoting effective project management and communication.
- Build and lead a cohesive, diverse, and inclusive team fostering excellence and collaboration.
- Uphold and promote OECD’s highest professional standards and ethical principles, ensuring a supportive and respectful workplace.
- Oversee organisation and delivery of all meetings under the Division’s responsibility.
- Effectively manage human and financial resources to deliver the programme of work and budget and fulfil the Division’s commitments.
Requirements
- An advanced university degree in economics, legal and/or a professional qualification in tax or a related subject.
- At least 10 years’ experience at a senior level in a national government, the private sector or an international organisation working on tax and/or exchange of information for tax purposes, including managerial duties in addition to substantive areas responsibility.
- Excellent knowledge of current tax challenges facing governments, including in the developing world, and an ability to effectively communicate and formulate advice and recommendations in a clear, practical and accessible manner.
- Proven record of developing relations at a senior level and within a political decision-making environment.
- Well-established contacts with stakeholders in the relevant international communities.
- Extensive experience in developing innovative products/outputs and conducting rigorous analysis.
- A broad knowledge of the Global Forum's substantive work, and a strategic sense of its role in the overall framework of international co-operation and domestic policy formulation.
- Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
- Knowledge of other languages would be an asset.
