The Head of Division leads the Capacity Building and Outreach Division within the Global Forum Secretariat, providing strategic direction and leadership to support the implementation of international tax transparency standards. The role involves managing complex programmes, fostering partnerships, and representing the Global Forum in various international settings.

Responsibilities

  • Support the implementation of the Global Forum’s Programme of Work and Budget (PWB) and the advancement of strategic outcomes, with a focus on capacity building and outreach.
  • Support the Office of the Secretary-General, the OECD Sherpa, and their respective teams on targeted policy advice and on the Organisation’s contributions in the area of tax and development, including to the G20 and G7.
  • Design and oversee the capacity building programme to support effective implementation and use of the tax transparency standards.
  • Enhance the impact and visibility of the OECD and Global Forum’s tax transparency work through strategic engagement with key partners.
  • Promote the participation of all members in the Global Forum’s work and ensure development considerations inform tax transparency efforts.
  • Strengthen the OECD and Global Forum’s role as a centre of excellence for tax transparency capacity building.
  • Develop and apply strategies to maximise the effectiveness and sustainability of capacity building initiatives.
  • Ensure timely and responsive support to developing countries’ needs in tax transparency.
  • Foster cross-organisational collaboration, particularly with the OECD Development Cluster, on tax and development issues.
  • Lead outreach to non-members and support the adherence of new members to the Global Forum.
  • Build and strengthen cooperation with regional and international organisations on tax transparency and exchange of information.
  • Establish oversight mechanisms to ensure the quality, relevance, and impact of the capacity building programme.
  • Represent the Global Forum Secretariat in internal and external meetings.
  • Establish and maintain strong networks with international organisations, national authorities, academia, and research institutions.
  • Promote the work through active dissemination in professional networks, academic circles, and relevant communities.
  • Prepare timely and accurate responses to briefing requests from the Secretary-General’s Office and other parts of the Organisation.
  • Develop strategic relationships with key international and regional organisations active in tax and development.
  • Support efforts to mobilise and secure funding for the programme by developing and implementing fundraising strategies and building and maintaining relationships with donors.
  • Ensure effective coordination and collaboration across the OECD, including with the Office of the Secretary-General and policy directorates, to support corporate initiatives and horizontal projects.
  • Lead and manage Division staff by setting clear objectives, providing direction and feedback, supporting professional development, and promoting effective project management and internal communication.
  • Build and lead a cohesive, diverse, and inclusive team, fostering excellence and a collaborative work environment.
  • Uphold and promote the OECD’s highest professional standards and ethical principles, ensuring a supportive and respectful workplace.
  • Oversee the organisation and smooth delivery of all meetings under the Division’s responsibility.
  • Effectively manage human and financial resources to deliver the programme of work and budget, and fulfil the Division’s commitments.
  • Ensure regional initiatives serve as effective platforms for regional cooperation and development.

Requirements

  • An advanced university degree in economics, law and/or a professional qualification in tax or a related subject.
  • At least 10 years’ experience at a senior level in a national government, the private sector or an international organisation working on tax and development, including managerial duties in addition to substantive area responsibility.
  • Excellent knowledge of current tax challenges facing governments in the developing world and an ability to effectively communicate and formulate advice and recommendations in a clear, practical and accessible manner.
  • Proven record of conducting relations at senior level and within a political decision-making environment.
  • Well-established contacts with key players and stakeholders in the relevant international communities.
  • Extensive experience in developing innovative research products and conducting rigorous analysis.
  • A broad knowledge of the Global Forum's substantive work, and a strategic sense of its role in the overall framework of international co-operation and domestic policy formulation.
  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
  • Knowledge of other languages would be an asset.
