Shelter & Wash Project Manager Chad Iriba (national only)

The Shelter & Wash Project Manager will autonomously lead the implementation of shelter and WASH components of NRC projects in three provinces in Eastern Chad. The role includes technical oversight, coordination with stakeholders, and management of shelter and WASH teams to ensure quality and compliance with donor standards.

Responsibilities

• Lead autonomous implementation of shelter and WASH project components in Wadi Fira, Ennedi East and Ouaddaï provinces
• Represent NRC in shelter and WASH sector coordination forums
• Manage shelter and WASH coordinators reporting directly to the position
• Define clear objectives aligned with national strategy and priorities and monitor staff performance
• Oversee key processes such as workforce planning, recruitment, integration and staff development
• Support colleagues with shelter and WASH responsibilities and provide appropriate training
• Ensure high technical quality, contextual relevance and integration in project implementation
• Provide continuous technical guidance for efficient activity implementation
• Coordinate closely with shelter and WASH specialists for overall programming vision
• Promote refugee rights and vulnerable populations throughout project cycles and report alerts to management
• Ensure compliance with NRC policies and procedures related to shelter and WASH
• Guarantee quality technical implementation including technical reviews, safety, quantity surveys, and participation in tenders
• Integrate and monitor Safe and Inclusive Programming approaches in shelter and WASH projects
• Monitor application of project modifications and adjustments
• Lead periodic reporting in collaboration with grants team and specialists according to donor contracts
• Regularly participate in sector coordination forums and share minutes internally
• Collaborate with specialists, grants team and area programme manager in proposal development and project implementation
• Lead internal and donor reporting on shelter and WASH domains
• Participate in organizational learning and sharing of best practices
• Support monitoring and evaluation activities and indicator tracking
• Perform other tasks as requested by supervisor or shelter and WASH specialist

Requirements

• At least 5 years of experience as a Shelter & EHA expert in emergency and post-emergency/reconstruction contexts
• Experience working in particularly complex and unstable contexts
• Documented results related to the responsibilities of the position
• Fluency in French, both written and oral
• Good knowledge of Arabic (Sudanese, Chadian) and English is a plus
• University degree Bac + 5 (Engineer or Master) in Water Sciences, Sanitation and Environment, Construction/Civil Engineering, Social/Economic Sciences, Development or related field, or a Bachelor's degree in one of the mentioned disciplines with at least 5 years of professional experience in Shelter and EHA sectors
• Practical knowledge of English
• Knowledge of refugee aid context in Eastern Chad and Sudan is an asset
• Good knowledge of donor regulations, especially ECHO, NORAD, SDC, SIDA
