See your match score & applyThe Monitoring, Evidence, Accountability and Learning (MEAL) Manager leads the strategic direction and quality assurance of the MEAL function within the country office in DR Congo. The role involves designing and implementing MEAL strategies, procedures, and budgets to ensure high standards, supporting programmatic decision-making through data, and fostering organizational learning and accountability.
Responsibilities
- Support the design of theories of change, MEAL tools, and indicators with Program and Advocacy teams; ensure development and implementation of MEAL plans including needs assessments, baseline and endline surveys, and post-distribution monitoring; integrate safe and inclusive programming standards into MEAL activities, tools, and methodologies.
- Participate in MEAL budget planning and advocate for adequate resources at country and field office levels.
- Contribute to the development of country office procedures, policies, and guidance to institutionalize the MEAL function across the mission.
- Promote MEAL as a strategic priority by contributing to country strategy processes and helping program specialists use MEAL data.
- Lead planning sessions for outputs and outcomes with program teams; support development of data collection tools, analysis systems, and information products; provide technical support to ensure quality and reliability of needs assessments, research, and monitoring.
- Review outcome monitoring reports, post-distribution monitoring surveys, and other relevant sources; assist program teams in data interpretation; ensure results are documented and shared.
- Foster learning through evaluations, after-action reviews, and lessons learned exercises as per the learning agenda; facilitate regular learning moments; integrate lessons into project cycle management phases.
- Help program teams adapt the MEAL framework to context in line with global guidance, including for integrated programs, hard-to-reach areas, partner and donor collaboration, and acute emergencies.
- Collaborate with global MEAL teams to adapt best practices, receive technical support, ensure compliance with global MEAL procedures, and contribute to organizational learning from country office experience.
- Contribute to country strategy and key competency/program processes through analysis of outcome performance, PDM surveys, needs assessment reports, and other sources; propose revisions to theories of change; annual budgeting of MEAL activities and staff.
- Act as national focal point for digital programmatic systems, supporting adoption, troubleshooting, user feedback, and coordination with global teams while ensuring data governance compliance.
- Perform any other MEAL-related tasks assigned by the supervisor.
Requirements
- At least six years of experience in MEAL, including at least three years in a management position within an international NGO, preferably in emergency or post-conflict contexts.
- Experience working with displaced populations, including in camps or remote management contexts.
- University degree (Bachelor's level) in statistics, information systems management, social sciences, development studies, or a related field.
- Strong understanding of MEAL principles and current approaches in humanitarian and development contexts, including quantitative and qualitative methods.
- Strong skills in data analysis, trend interpretation, and communicating results to inform evidence-based decision-making; proficiency in R or Python is an asset.
- Experience with mobile and online data collection systems and data management and analysis platforms.
- Experience managing community feedback mechanisms and handling sensitive data in line with data protection principles.
- Experience coordinating with the UN system, international NGOs, donors, and local authorities at field level.
- Technical expertise in program evaluation methodologies and approaches, and ability to facilitate participatory discussions, learning workshops, and capacity building activities.
- Excellent oral and written French; good professional English is an asset.
- Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook); experience with Microsoft 365 collaboration tools (SharePoint, Teams, OneDrive, Planner) is an asset.
- Good knowledge of the political and humanitarian context of DR Congo, especially the eastern region.
- Experience implementing MEAL systems in hard-to-reach, insecure, or remotely managed areas.
- Experience establishing or strengthening MEAL systems during project start-up or emergency interventions.
- Experience supporting MEAL for multisectoral or integrated programs, including WASH and cash transfer programs, is an asset.
- Good report writing and project proposal skills.
- Good knowledge of gender integration, safe and inclusive programming, accountability, and environmental considerations in MEAL systems and activities.
- Minimum 3 years of team management experience.
- Experience strengthening capacities of local partners or consortium members in complex or sensitive contexts.
