The MEAL Coordinator is a strategic transversal resource for the Consortium Management Unit and CoPIL, ensuring quality and coherence of the MEAL system across the consortium, rigorous monitoring of the INTPA logical framework, and effective accountability mechanisms towards affected populations. The role involves harmonizing MEAL practices, supervising data quality, coordinating evaluations, and supporting capacity building among partners.

Responsibilities

• Work in compliance with NRC policies, frameworks, guidelines, and procedures.
• Contribute to the development and implementation of the country MEAL strategy in collaboration with the MEAL Manager.
• Ensure harmonization of MEAL practices among Area Offices.
• Guarantee coherence of logical frameworks, MEAL matrices, and monitoring systems at the national level.
• Supervise and strengthen the quality of MEAL systems across zones.
• Promote strategic use of data for decision-making at the country level.
• Develop, deploy, and maintain the harmonized MEAL system of FIL-Est consortium including MEAL matrix, IPTT, data collection tools (KoboToolbox/ODK), databases, and data quality protocols for 120 microprojects and three cohorts.
• Ensure quarterly monitoring of all indicators of the FIL Est logical framework including key targets disaggregated by province, sex, and status.
• Coordinate and technically supervise baseline, midterm, and endline evaluations, satisfaction and impact surveys of microprojects, and capitalization studies.
• Supervise the establishment and harmonization of feedback and complaints mechanisms within consortium partners ensuring compliance with NRC and FIL Est standards in three provinces.
• Design and deliver targeted MEAL trainings for MEAL teams of partners and 120 CSOs on data collection, complaint management, and reporting.
• Conduct regular data quality assurance reviews, deduplication, standardization, and archiving according to FIL Est and NRC policies.
• Coordinate systematic collection of good practices and lessons learned, contribute to provincial and national capitalization workshops, and produce capitalization deliverables.
• Ensure quality MEAL contributions to interim and final reports to INTPA, ensuring coherence of analyses with quantitative and qualitative results of the logical framework.
• Participate in CoPIL and Consortium Management Unit meetings; provide technical support to thematic coordinators on MEAL aspects of their activities.
• Prepare MEAL documentation required for internal and external audits, follow up on recommendations, and contribute to updating the Systemic Improvement Plan.
• Ensure harmonization of MEAL approaches among consortium partners and consistent application of methodological standards.

Requirements

• Minimum of 3 years of experience in MEAL, including at least 2 years in a management position within an international NGO, preferably in emergency or post-conflict contexts, with experience supporting internally displaced persons and working in camps or remote management environments.
• Bachelor's degree (Bacc + 5) in statistics, information systems management, social sciences, development studies or related field. Candidates without a degree but with at least 6 years of relevant experience may also be considered.
• Good understanding of MEAL principles and current approaches in relief and development contexts, using both quantitative and qualitative methods.
• Skills in data analysis, trend interpretation, and results communication.
• Experience with mobile and online data collection systems and data management and analysis platforms.
• Experience managing sensitive community feedback in compliance with data protection principles.
• Experience coordinating with the UN system, international NGOs, donors, and local authorities in the field.
• Technical expertise in program evaluation methodologies and approaches.
• Experience facilitating participatory discussions, learning workshops, and capacity building activities.
• Good command of English, both written and spoken.
• Proficiency in standard Microsoft Office applications (Word, Excel, PowerPoint, Outlook) required; experience with Microsoft 365 collaboration tools (SharePoint, Teams, OneDrive, Planner) is an advantage.
• Good knowledge of the context of Eastern DRC.
• Good command of local languages (Swahili, etc).
• Experience implementing MEAL systems in hard-to-reach or remotely managed areas.
• Experience supporting MEAL for one of NRC's core competencies is an asset.
• Experience strengthening capacities of local partners in complex or sensitive environments.
• Preferred experience in statistical analysis using languages such as Python or R.
