The Monitoring Evaluation and Learning Technical Assistant supports the implementation of MEL functions for NRC projects in Mexico, ensuring compliance with NRC policies and assisting in data management, reporting, and technical assistance to program teams. The role involves reviewing data, guiding surveyors, and supporting project activities to ensure proper systematization and management of information.

Responsibilities

  • Ensure compliance with NRC policies, tools, manuals and guidelines.
  • Independently implement procedures and activities within own function or core competence as delegated.
  • Be responsible for organizing and delivering tasks according to priorities and standards.
  • Implement MEL portfolio functions for NRC NCA+M projects in Mexico in collaboration with MEL-CO coordination.
  • Support preparation of status reports required by management.
  • Guide NRC Mexico program teams in correct use and reporting of Verification Means.
  • Promote and share ideas for technical assistance improvement.
  • Promote and share ideas to strengthen role functions.
  • Maintain strict confidentiality of all private or sensitive information.
  • Review and provide monthly feedback on data from all NRC Mexico competencies including triangulation of data between verification means and data reported in IM systems of each CC.
  • If NRC works with partners in the country, review partner-reported data and provide feedback.
  • Provide guidance to competency staff on correct implementation, improvement and updating of MEL system procedures and tools.
  • Support application and systematization of surveys, interviews, focus groups, competency tests and other tools applied in person or by phone measuring project management according to NRC MEL system.
  • Guide surveyors supporting NRC Mexico data collection on their role and tools to apply.
  • Participate in project activities requiring systematization and management.
  • Support data reporting, e.g., in GORS as delegated by supervisor.
  • Other tasks assigned by supervisor to fulfill the position's objective.

Requirements

  • Professional in Economics, Sociology, Statistics or other related social sciences.
  • At least two (2) years of work experience in systematization, monitoring and evaluation processes of social and/or humanitarian projects.
  • Preferably with theoretical knowledge and work experience in information management and systematization (handling databases on online platforms or Excel).
  • Experience working in similar roles within the humanitarian aid context.
  • Previous experience working in complex and volatile contexts.
  • Proven experience related to the responsibilities of the position.
  • Intermediate technical English knowledge.
