See your match score & applyThe ICT Officer will implement, manage, maintain, and monitor all ICT activities within NRC offices in North Kivu. The role ensures availability, reliability, security, and continuity of ICT services to enable NRC staff to effectively carry out their activities.
Responsibilities
- Implement NRC ICT systems and procedures in the area of intervention.
- Ensure adherence to NRC policies, manuals, directives and donor requirements.
- Prepare and submit reports and analyses related to ICT.
- Serve as focal point for electronic document management and data protection according to organizational policy.
- Provide technical support and training to teams.
- Manage the IT equipment inventory of the North Kivu office.
- Train North Kivu office staff on use of collaboration tools and information security.
- Manage user ICT policies.
- Ensure implementation of the global ICT strategy at North Kivu level.
- Manage IT equipment and provide technical support to North Kivu office users.
- Provide remote support or conduct missions in supervised zones as needed.
- Contribute to the implementation of the global digital transformation strategy.
- Maintain and support ICT infrastructure across North Kivu area.
- Ensure availability and quality of IT infrastructure (Internet connections, network administration, bandwidth management, data storage, access control systems).
- Support daily ICT operations including server controls, backups, administration.
- Support communication hardware: email, radio, satellite phone.
- Liaise with local internet providers to ensure best service.
- Monitor physical environment and electrical protection of IT equipment (UPS, voltage regulator, generator, air conditioning).
- Ensure physical integrity and proper functioning of IT and communication equipment (computers, mobile phones, printers, Logitech Group devices, smart TVs).
- Keep updated IT inventory and documentation.
- Contribute to ICT budget preparation for North Kivu office.
- Investigate and report issues with systems such as photocopiers and fax machines.
- Conduct support visits across the zone as needed.
- Ensure all employees adhere to IT policy.
- Troubleshoot and follow up on technical incidents and support requests using helpdesk ticket system.
- Support document management and promote adoption of collaboration and productivity tools (Office 365, SharePoint, Teams) and information security awareness through training.
- Analyze internal processes and propose digital solutions to improve office efficiency and reduce costs and processing times.
- Develop and maintain a database of all IT equipment status at NRC North Kivu.
- Ensure quality control of IT equipment and provide technical recommendations for procurement.
- Regularly report on ICT to supervisors with improvement recommendations.
- Perform other tasks as requested by supervisors.
Requirements
- Be holder of a university degree Bac+3 in IT management, information technology or related field.
- Minimum 1 year professional experience as an ICT Officer in a humanitarian context.
- Previous professional experience in complex, unstable or emergency humanitarian contexts.
- Proven achievements and measurable results in responsibilities related to the position.
- Excellent communication, organizational and priority management skills. Knowledge of English is an asset.
- Good mastery of IT tools including generic software, Internet, and activities related to maintenance and management of IT equipment.
- Solid experience with Windows 11; Microsoft Office 365; Cisco Meraki; LAN and WAN networks; maintenance and support of workstations.
- Flexibility regarding working hours and days, willingness to undertake missions across North Kivu province and other intervention areas as needed.
- Autonomy and good communication skills.
- Rigor and organization.
- Good experience with Windows systems, Cisco equipment, IT maintenance and network troubleshooting.
- Mastery of collaboration and automation tools on Office 365 (Power Apps, Power Automate, SharePoint, Teams).
- Training and pedagogical skills.
- Knowledge in data management and software engineering is an asset.
- Good knowledge of the context of Eastern DR Congo.
- Knowledge of local languages is an asset.
