Cash and Markets Programme Development Manager Sudan

The Cash & Markets Programme Development Manager (PDM) leads the design, development and implementation of market-based approach programmes including cash and voucher assistance (CVA) in NRC Sudan. The role supports institutionalisation of market based approaches, manages project implementation, capacity building, and represents NRC in relevant forums.

Responsibilities

• Support the institutionalization of market based approaches in NRC Sudan including development of strategy, guidelines, SOPs, training materials and results frameworks.
• Ensure compliance with NRC regional and country strategies, policies, and guidelines.
• Develop and manage funding proposals, project budgets and donor reports.
• Manage project related staff and coordinate project implementation in line with proposals and donor requirements.
• Ensure capacity building of project staff using blended learning approaches.
• Liaise and collaborate with local and national authorities and stakeholders; represent NRC in cash forums and working groups.
• Lead inclusion of market-based approaches within NRC Sudan programming and build staff capacities and systems.
• Oversee large-scale multipurpose cash and e-cash programme development and operations.
• Manage market analysis, information management and monitoring systems with Logistics Manager and CC PDMs.
• Manage relationships with financial service providers and mobile network operators with Digital PDM and finance teams.
• Identify potential partners for market based approach and nexus programming with CC Specialists.
• Represent NRC Sudan in relevant working groups including the Cash Working Group and support advisory and advocacy efforts.

Requirements

• Minimum five years of experience from a senior level Cash & Market Systems project implementation position in a humanitarian/recovery context.
• Advanced knowledge and skills in designing and undertaking market assessments and analysis, designing and implementing market based approaches and programmes (including cash-and voucher assistance).
• Experience from working in complex and volatile contexts (experience in contexts with high levels of inflation would be desirable).
• Knowledge and experience in developing and facilitating trainings in market assessments, market based approaches and cash and voucher assistance.
• Documented results related to the position’s responsibilities.
• Knowledge about own leadership skills/profile.
• Fluency in English, both written and verbal.
• Proficiency in Arabic is a strong asset.
• Master's Degree required.
