See your match score & applyThe Norwegian Refugee Council (NRC) seeks an experienced Project Coordinator based in Mogadishu to coordinate and support the implementation of the EU-funded KOBAC Action under the BRCiS Consortium. The role involves overseeing project implementation, ensuring compliance with donor requirements, coordinating partners, and strengthening MEAL frameworks to support durable solutions for displacement-affected communities in Somalia.
Responsibilities
- Contribute to the strengthening and continuous refinement of MEAL frameworks, including study design, sampling methodologies, data collection tools, and data quality assurance protocols.
- Provide technical guidance to the CMU, field teams, and external consultants on the operationalization of these frameworks to ensure methodological rigor and fitness-for-purpose of all data assets.
- Establish and oversee data quality assurance procedures to validate the accuracy, reliability, and integrity of all Consortium data utilized in analytical outputs.
- Ensure all data collection and management lifecycle activities comply with NRC policies, donor compliance requirements, and data protection regulations.
- Adherence to BRCiS/NRC policies, tools, handbooks, and guidelines.
- Oversee the implementation of the KOBAC Action according to the plan of action.
- Conduct quality control and provide technical support to implementing partners.
- Coordinate implementation of the Action work plan (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
- Provide specific technical support and capacity building to Consortium partners.
- Assess, promote and document ideas for technical improvement and further program development options.
- Prepare and develop quarterly and donor reports as required by management.
- Coordinate between all parties engaged in KOBAC, including NCRDS and municipal authorities.
- Ensure proper filing of documents.
- Lead high-quality, timely donor reporting, including developing/preparing templates, maintaining a regular reporting schedule, reviewing Member and partner report submissions for completion and quality, generating narrative report content for CMU-led activities, and consolidating final narrative reports into a coherent whole.
- Coordinate with BRCiS Members (NRC, Concern Worldwide) and local partners (WARDI, HIJRA) to ensure activity implementation, compliance with EU rules and contractual obligations, and accountability to DACs in Jowhar and Afgoye.
- Oversee compliance and grant/risk management, including FSTP oversight of NCRDS and support to Member-led FSTP arrangements, and inform BRCiS Members and the CMU of significant variations in activities, expenditure, or reporting deadlines.
- Collaborate with BRCiS Member focal points on capacity strengthening for downstream implementing partners (WARDI, HIJRA), ensuring adherence to BRCiS minimum standards for capacity strengthening and identifying opportunities for cross-consortium learning.
- Organise and follow up on the annual KOBAC Project Steering Committee (KPSC), quarterly project review meetings, inter-ministerial coordination meetings, and joint field monitoring missions with NCRDS, FGS/FMS institutions, and municipal authorities.
- Coordinate support to Output 1 activities such as the Integrated Monitoring System/Government Solutions Portal and Research and Policy Briefs.
- Lead coordination of revisions of the KOBAC project documents as necessary in collaboration with CMU departments and Members, and in identifying and documenting best practices, lessons learnt and relevant human-interest stories for publication and dissemination.
Requirements
- Applicable degree in international relations, business, economics, or related field.
- Proven experience in humanitarian/development aid in complex and/or insecure environments.
- Demonstrable experience with durable solution or resilience programming and/or measurement.
- Experience managing consortium would be an advantage.
- Excellent report and proposal writing skills in English language, including synthesis and elaboration of qualitative and quantitative inputs/data.
- Excellent English language communication skills – negotiation, networking, influencing, public speaking and facilitating workshops at different levels.
- Ability to work closely with field based national staff and experience in various staff training and development approaches.
- Strong planning, monitoring and organizational skills with good knowledge of the use of logical and result-based monitoring and evaluation frameworks.
- Ability to write high quality concept notes and technical sections for donor proposals.
- Knowledge of the context in Durable Solutions programming.
- Knowledge of the context of Somalia, including Jowhar (Hirshabelle State) and Afgoye (South West State).
- Experience from working in complex and volatile contexts, multi-country disaster preparedness, response and recovery programming.
- Experience with project development.
- Experience with Consortium coordination.
- Experience in resource mobilisation and working with various donors and conversant with their technical frameworks and strategies.
